Anthony Wickline's Bio
Anthony Wickline serves as Senior Vice President with responsibilities for business development, human resource management for operations, logistics and equipment management across all markets. As a third generation member of Congleton-Hacker, Anthony has a wealth of construction knowledge and a sixth sense for managing personnel.
Anthony studied at the University of Kentucky and subsequently took the role of Project Engineer for a general contractor in South Carolina. In 1991, he joined Congleton-Hacker as Assistant Project Manager.
In 2001, Anthony became a shareholder in Congleton-Hacker and was promoted to Vice President/Construction Manager, and in 2020 was promoted to his current role as Senior Vice President. Anthony is currently the Chair of the AGC Political Action Committee.
Doug Hacker's Bio
Doug Hacker is the Executive Vice President and is responsible for the day-to-day operations of the project management, market development and overall preconstruction operations. Previously, Doug worked for a number of years as a Vice President/Construction Manager with direct oversight of a number of the company’s healthcare and athletic projects.
Doug earned his Bachelor of Science in Civil Engineering at the University of Kentucky. Upon graduation, he took a position with an ENR Top 30 international contractor and subsequently joined Congleton-Hacker in 1993 as an Assistant Project Manager. In 2001, Doug became a shareholder in Congleton-Hacker and was promoted to Vice President/Construction Manager. In 2020, Doug was promoted to his current role as Executive Vice President.
Doug is a Past President and current Board Member of the Associated General Contractors of Kentucky and he is also Past Chair and a current Trustee for the AGC of Kentucky Self-Insurers’ Fund.
Jim Hacker's Bio
Jim Hacker is the President and CEO of Congleton-Hacker and is responsible for guiding the overall operations and corporate strategy for the company. Jim prides himself in establishing a culture of “client first” with all company employees and ensures that each project is seen as a success by the building owner.
Jim graduated from the University of Kentucky, earning his Bachelor of Science in Civil Engineering. After graduation, Jim worked for Hunt Construction for 5 years and then joined Congleton-Hacker in 1995 as Project Manager.
Jim moved quickly to company shareholder and was promoted to Vice President / Construction Manager before taking the position of COO in 2008, the position he held until his promotion to his current role as President and CEO in 2020. Jim is a Past Board Member of the Associated General Contractors of Kentucky.
Kevin M. Doyle's Bio
A certified CPA, Kevin holds a bachelor of science degree in accounting from the University of Kentucky. He joined Congleton-Hacker in 1985 as Controller and was named Chief Financial Officer in 2007.
He has been a leader in professional service organizations such as the Associated General Contractors of America, the Construction Employers’ Association of Central KY, Associated General Contractors of KY and the Bluegrass Chapter of Construction Financial Management Association. He is a member of the Kentucky Society of Certified Public Accountants.
Kevin’s commitment to community service has been honored through the Red Triangle Award, the highest honor bestowed by the YMCA of Central Kentucky, for his contributions to that organization. He also is active with Cathedral of Christ the King, Christian Appalachian Project, Boy Scouts of America, and the Rotary Club of Lexington.
Larry Cowgill 's Bio
Larry, who started with Congleton-Hacker as a project manager 40 years ago, has been president and CEO 2007. Larry obtained a Bachelor’s Degree in Civil Engineering with a concentration in Construction Management from the Georgia Institute of Technology and is active in the Construction Industry Advisory Council for the Civil Engineering Department at the University of Kentucky.
Larry has served in a variety of leadership roles in the Associated General Contractors (AGC) of Kentucky, including chairman of the executive committee, president, treasurer, director and chair of the AGC of Kentucky PAC. He has been honored by his peers through AGC’s Most Valuable Player award. He serves as chairman and president of the Construction Employers Association of Central KY
Larry is active in the community, serving on the boards and in various leadership roles with the St. Joseph Hospital Foundation, Bluegrass Community and Technical College Foundation, YMCA of Central Kentucky, Rotary Club of Lexington, and the Cathedral of Christ the King.
Paul Mattingly's Bio
With more than 30 years of industry experience, Paul Mattingly has an extensive background with a variety of construction types and uses. As Senior Vice President, Paul is engaged with operations with an emphasis on business development, project managementand field operations. In 2016, Paul led the effort to expand Congleton-Hacker Company regionally with formation of PMCH Constructors, LLC in Louisville. In 2020, Congleton-Hacker Company acquired PMCH and merged into a single entity and Paul became a Congleton-Hacker shareholder. As leader of the construction discipline, Paul brings a wealth of experience and is committed to bringing professionalism and ethics to the process.
Paul earned his Bachelor of Science in Construction Science degree from Kansas State University and his MBA from Bellarmine University.
In his career, Paul has served several industry organizations. He is a Past President and former Board Member of the Associated General Contractors of Kentucky. He is a Past President, Past Treasurer and current Board Member of the American Institute of Constructors. With AIC, Paul was elected to the College of Fellows and holds Certified Professional Constructor certificate #044. In his support of construction education, Paul serves as a Trustee, Program Mentor, Accreditation Committee and Visiting Team Member with the American Council for Construction Education.

David Boien's Bio
David joined Congleton-Hacker Company in 2006. With over 20 years of construction industry experience, David was named Vice President/Senior Project Manager in 2014.
David’s experience as a senior project manager includes such high profile projects as the Women and Children’s Hospital at St. Joseph East, the University of Kentucky’s Football Training Center and the Master Campus Expansion Project for Bluegrass Community and Technical College.
He is certified as a health-care contractor through the Kentucky Society of Health-Care Engineers and has completed various related trainings and certifications, such as OSHA 30, First Aid and CPR. He has received the LEED AP designation for his expertise in sustainable design and construction.
Mike Rudmann's Bio
Mike Rudmann serves in the role of Vice President/Construction Manager. Mike’s primary role is providing overall direction from preconstruction to final completion on major projects. Included in the process is oversight for schedule, budgeting, cost control and ensuring customer satisfaction. Mike’s clients have come to appreciate his thoroughness and client-focused approach. Mike has been involved in many healthcare and office/retail related repeat client projects.
Upon graduation from Eastern Kentucky University in 2001, Mike worked for a major regional contractor for 2 years and then relocated to the Charleston, West Virginia area, working for a local contractor as a Project Manager for 8 years.
In 2010, Mike joined Congleton-Hacker as a Project Manager and served in that capacity until 2020, when he was promoted to Vice President/Construction Manager after becoming a shareholder in the company.
Seth Burnett's Bio
Seth Burnett, Vice President/Construction Manager, is responsible for defining and ensuring the schedule, budget and ultimate direction for projects with a select group of clients. Seth’s responsibilities are varied with each project, ranging from pre-construction to project coordination and ultimately overseeing the final completion and turnover. He is instrumental in the formation of repeat clients and the maintenance of existing clients, while always searching for in-roads to new and exciting projects. Seth has been involved with many healthcare and athletic facility clients.
Seth graduated from the University of Kentucky in 1998. After graduation, Seth briefly worked for a local construction manager in the central Kentucky market before joining Congleton-Hacker in 2001 as a Project Engineer. In 2006, Seth was promoted to Project Manager, a position he held until 2015 when he was promoted to Vice President after becoming a shareholder in the company. In 2020, Seth was promoted to his current role as Vice President/Construction Manager.
Seth is currently a board member of the UK Civil Engineering Construction Industry Advisory Committee and is also a former board member of ACE – Architecture Construction and Engineering mentorship program.
