Our Story
THF Development Group Inc. (THF) is a licensed construction company licensed by the State of California’s State Contractor’s Board (License No 997656). In 1996 the principals at THF began adding legal and fully permitted second unit dwellings onto single family home’s that were sitting R2 lots throughout the State of California and many other cities across the country. Realizing that adding a second unit to a home sitting on a lot zoned R2 was a matter of right the principal’s at THF carved out a niche in the home improvement market place and presented our services to homeowners who were looking to add a legal second unit to their property for a multitude of reasons such as: to obtain additional monthly income by renting out the second unit, to increase their property’s value because the addition of the second unit is generally valued at 2-3 time the cost to build the second unit, to save money for their retirement, to save money for their children’s education or to house family members.
In the year 2002 like many other states across the country, the State of California in enacted Assembly Bill 1866 this made it legal to add a second unit dwelling to a single family home sitting on a R1 Lot as a matter of right. The Principals at THF right away went to work offering our services to homeowners on R1 Lots who wished to legally add a second unit dwelling to their property. In the beginning the process of obtaining a building permit to legally add a second unit to a single family home sitting on a R1 lot proved to be a very long and complex process because the City of Los Angeles was only granting permits for second unit dwellings sitting on R1 lots in limited circumstances through what’s called a conditional use permit process which was a direct violation of Assembly Bill 1866. Even with the road blocks the principals at THF were more successful in completing second unit dwellings on R1 lot projects than any other contractor in that era.
In the years 2003, 2010 and 2016 the City of Los Angeles in an effort to align themselves with the State of California’s by right process under Assembly Bill 1866 initiated changes in the cities ordinances and practices pertaining to homeowners adding a legal and fully permitted second unit dwelling as a matter of right but still with some limitation that didn’t properly square or fully comply with Assembly Bill 1866.
On September 27th, 2016, Governor Brown signed two-second unit dwelling bills into State Law, Assembly Bill (AB) 2299 and Senate Bill (SB) 1069 which amended the State’s existing second unit law (Government Code Section 65852.2). These amendments to the existing second unit law went into effect on January 1, 2017. The new version of State Law makes clear that City Ordinances, which do not align with State Law, shall be “null and void” and the state standards specified in Government Code section 65852.2 shall be enforced. This means that as of January 01, 2017 adding a second unit dwelling to your property has never been easier, is a matter of right and all you have to do is comply with City of Los Angeles Zoning Codes, Building Codes and Baseline Mansion Ordinance all of which the principals at THF are very familiar with having successfully completed several second unit dwelling projects in each and every era and ordinance change.
To date the principals, their partners and their sub contractors have successfully completed more than 1000 legal and fully permitted second unit dwellings on lots zoned both R1 and R2.
