Jim Voltz's Bio
Jim Voltz is a founding owner and the President of ACE. He has over 25 years of experience in construction, including commercial and municipal facilities.
Jim, along with his business partner Joe Godin, founded ACE in 2003 with the goal to be the Mid-Atlantic's premier municipal contractor. Under Jim's leadership, ACE is well on its way to accomplishing that goal, has grown to $40 million in annual sales, and has been rated #150 in Engineering News Records' top environmental firms. Jim loves working on complex projects that challenge the ACE Team's capabilities, while helping the ACE personnel to grow in skill and professional development. Prior to founding ACE, Jim worked for Danis Environmental Industries, a general contractor specializing in public works water infrastructure projects.
Jim grew up in Waterville, Ohio and graduated from the University of Cincinnati with a Bachelor of Science in Civil Engineering. He also is a licensed Professional Engineer in the State of Maryland.
Jim enjoys travel and adventure, with trips to Machu Picchu in Peru, off-roading in Iceland, white water rafting the Grand Canyon, scuba diving, kayaking, and trekking as his free time passions.
Joe Godin's Bio
Joe Godin is a founding owner and the Executive Vice President of ACE. He has over 20 years of experience in public works construction, primarily in the Mid-Atlantic region building water and wastewater treatment facilities.
Under Joe's leadership, ACE has grown into one of the leading environmental contractors in the Mid-Atlantic, and it is poised to continue that growth in the coming years. Joe is responsible for managing Business Development, serves as Project Executive on numerous active projects, and manages several departments within the company including Personnel, Operated Equipment, and Information Technology.
Prior to founding ACE, Joe worked for PC Construction and Danis Environmental Industries, two general contractors specializing in public works water infrastructure projects. Joe grew up in Milton, VT and graduated from the University of Notre Dame in 1994 with a Bachelor of Science in Civil Engineering. He also holds a Masters of Engineering from the University of Maryland (2000).
In his personal time, Joe enjoys spending time with his family, is active as a volunteer in Boy Scouts of America, and is an avid golfer.

Jeff Carr's Bio
Jeff Carr is the Vice President of Estimating for ACE. He has over 20 years of experience in project management and estimating on water and wastewater treatment facilities.
Jeff has been responsible for developing and leading an estimating staff that procures hard bid, negotiated, and design build projects for ACE. The contracts awarded have resulted in growth and positioned ACE as one of the leading water/wastewater contractors in the Mid-Atlantic.
Having grown up in Rockville, MD, Jeff graduated from West Virginia University with a Bachelor of Science in Civil Engineering. Prior to working at ACE, Jeff worked in both project managementand estimating for Danis Environmental Industries on water/wastewater treatment projects. He holds a Professional Engineering license in the State of Maryland.
Jeff is happily married and enjoys being a dad to his two daughters. His interests include sports and running.
Jeff Litwin's Bio
Jeff Litwin is the Preconstruction Manager at ACE. Jeff started with ACE in 2009 and has worked in many facets of the business including project management, preconstruction, and estimating. Jeff was a key cog in the development of the Preconstruction department and looks forward to future growth and expansion.
As Preconstruction Manager, Jeff develops budgets, procures materials and subcontractors, and develops a blueprint that leads to successful projects. Jeff works closely with both the estimating team and the project team to ensure a seamless transition. With his assistance, each project has a strong foundation for success.
Jeff is originally from Everybody's Hometown, Media, PA, outside of Philadelphia. He graduated from the University of Pittsburgh in 2008 with a Bachelor's Degree in Environmental Science. Away from work, Jeff enjoys traveling and exploring the world with his wife and dog, and rooting for all things Philadelphia sports.

Brandon Lumm's Bio
Brandon Lumm came on with the company soon after its founding and is a Senior Project Manager with ACE. He has nearly 20 years of experience in public works construction, building water and wastewater treatment facilities in the Mid-Atlantic and Southeast regions.
Brandon managed many safe, complicated, and successful projects through the years with ACE and continues to lead skilled, diverse, and quality-minded teams on a range of key projects. Brandon's teams have received many letters of recognition and awards for their work on wastewater treatment plant projects.
Prior to starting with ACE, Brandon worked for both Danis Environmental Industries and Beers Construction/Atlantic Skanska, specializing in public works water infrastructure projects. Brandon was born in Toledo, OH, grew up in Largo, FL, and graduated from Georgia Tech in 1997 with a Bachelor of Science in Civil and Environmental Engineering. There, he was captain of the Varsity Diving and Swimming team, an All-ACC diver, and a school record holder.
In his personal time, Brandon enjoys spending time with his wife and kids, racing road and cyclocross bikes. He is also an officer in the Route1Velo/Arrow Bicycle bike club, which helps foster cycling in the community and whose events help fund Maryland Special Olympics teams.
Corey McCarthy's Bio
Corey McCarthy is a Division Manager and senior member at ACE. He has been with ACE since 2008 and started as a Project Engineer. Over the years, Corey has successfully completed an assortment of complex projects for various clients and municipalities in the Mid-Atlantic region.
As a Division Manager, Corey is responsible for leading a team of project engineers, managers and field personnel to complete projects in and around the Baltimore Region. He also mentors ACE's young project engineers to enhance their skills. Corey serves on the Senior Management Team and Business Development group, expanding the capabilities and areas of service provided by ACE.
Corey grew up in Pittsburgh, PA and graduated from the University of Pittsburgh in 2007 with a Bachelor's Degree in Mechanical Engineering and minor in Civil Engineering. In his personal time, Corey enjoys spending time with his family, traveling, golfing, and being an active member at his church.
Josh Tillman's Bio
Josh Tillman is a Senior Project Manager at ACE. He has over 10 years of experience in construction and 8 years in public works construction, constructing water and wastewater treatment facilities and infrastructure in the DMV area.
Josh is responsible for managing several key projects at a time, and he does so with the help of a team of project managers, project engineers, and Co-Ops. He also works with project engineers teaching new skills and developing them into project managers. Josh is also involved with the Information and Technology Committee at ACE and is involved with the research and procurement of new technologies.
Josh grew up outside of Atlanta, GA and graduated from Georgia Tech with a Bachelor of Science in Civil and Environmental Engineering. During college, he also worked at a survey firm as a project manager. When not working, Josh enjoys traveling with his wife and playing on a softball team in Washington, DC.
Melissa Beall's Bio
Melissa Beall is the Administrative Office Manager and Corporate Secretary of ACE. With over 37 years of managing workers in an office setting, Melissa is a seasoned office manager who has brought positive change to ACE since starting with the company in 2004.
Melissa works in all aspects of daily office functions at ACE and has a strong knowledge of the company's business licensing, accounting, payroll, and human resources. Melissa has grown with ACE since its infancy and has contributed to the initial structure of the main office. As the company has grown, Melissa has become adept in training and developing staff and implementing office duties and procedures to expedite work and save costs.
Prior to joining ACE, Melissa held an office manager position for many years with a local utility contractor, and, in addition, she held an office manager position with a cardiologist. Melissa is a member of the American Institute of Professional Bookkeepers.
Melissa was born and raised in Maryland. In addition to her full-time position at ACE, she maintains a second full-time job, which is raising her two granddaughters (ages 6 and 8). In her free time, she loves to spend time with her family and friends and to read, and she is an avid beach lover.
Business Development, Marketing & Sales
Mike Cecil's Bio
Mike Cecil is the Director of Business Development for ACE. His main focus is expanding ACE’s market share in collaborative delivery projects, such as Construction Manager at Risk (CMAR) and Design-Build. Mike is very active with several committees and boards, such as the Design Build Institute of America (DBIA) Conference and Education Committees; Water Environment Federation (WEF) Awards Committee; Vice President of the Jammin4Water charity fundraiser, as well as serving on other boards in his personal life.
Mike has been in the construction industry his entire adult life, with over 36 years’ experience working in the field or managing projects throughout the country and was Mechanical PM on a nearly three-year $250 million project in Port Said, Egypt. Mike’s specialty in construction is in the mechanical aspects, and he holds Master Plumber, Gasfitter, HVAC, and General Contractor licenses in several states. He is passionate about construction and is always looking for ways to provide Owners the best value for their projects with Value Engineering and Constructability solutions.
Cecil attended Mt. St. Joseph High School in Baltimore, as well as Mount Saint Mary’s College in Emmitsburg, MD and UMBC in Catonsville. He is DBIA-certified and has given numerous presentations on collaborative delivery at multiple State and National conferences sponsored by the Water Environment Association, AWWA, and DBIA. Mike was one of a number of co-authors of the DBIA Best Practices and Owner Education manuals.
A native Marylander, Cecil’s ancestors came to Saint Mary’s County on the Ark & the Dove, the two ships that began the Maryland Colony. President of the Cecil’s Historic District non-profit organization, he manages the preservation of the Cecil Country Store (circa 1906) and Cecil’s Old Mill (circa 1810). The Mill has an operating saw mill, a restored water wheel, and most of the milling equipment is still intact.
