Scope Of Work
The Garlington Place Apartments is a four-story building of 42,000 SF and adjacent to the 25,000 SF Garlington Health Center built simultaneously by COLAS. On the 1.5-acre site, the Garlington Campus comprises two buildings located in the Eliot neighborhood of NE Portland. This affordable housing project includes 52 units of 1, 2, and 3-bedroom homes with amenities that include bioswale drainage systems, solar shades, bike storage, and a community meeting room. Cascadia Behavioral Health reserved ten apartments for formerly houseless Veterans, 10 for patients in critical need, and 32 units open to low-income community members, families, and individuals. Both developments are named in honor of the late Rev. Dr. John W. Garlington, Jr., a prominent leader, and advocate for the African American community in Portland.
