Dwayne Purcell's Bio
Like several of his colleagues, Dwayne came to Atlanta from Ohio. Dwayne met Andy May and Mark Moeller when he was the lead architect on a corporate headquarters, built by May Construction in 1998. And the three became partners in May Moeller Purcell Construction Company.
Dwayne was a registered architect in Ohio, where he spent several years working in Cleveland, before joining Atlanta firm Wakefield Beasley as chief design architect in 1996.
He graduated from Springfield Central High School in 1979, and earned a degree in architecture from Kent State University in 1983.
Dwayne and his wife Julie have two daughters and a son. Dwayne is a visible member of his church, where he has served as lead consultant on an Eastern European mission project. He is also actively involved in coaching youth baseball.
Mark Moeller's Bio
Mark was just in grade school in 1969 when his family moved to Atlanta from Ohio. His educational and career paths eventually took him to Hill Properties, a local real estate developer. His positive experience within the real estate community led to his desire to form a quality construction company, which became a reality in 1990.
After graduating from Peachtree High School in 1980, Mark spent two years at the University of Notre Dame’s School of Architecture. He later transferred to the Georgia Institute of Technology and graduated in 1985 with a management degree. Mark started his real estate job right out of college, where he served as a marketing director, and transitioned into his role as a working principal for the construction company. He now leads as CEO along with his partners Dwayne Purcell and Scott Jennings.
Mark married his next door neighbor, Patsy, in 1989, and they are busy raising their son and daughter. Mark is an active member of his church, sits on the board of two non-profit agencies, enjoys coaching youth baseball and basketball, traveling, and fly fishing for trout.
Scott Jennings's Bio
The most recent partner in the firm, Scott came to Atlanta from Tallahassee, FL to attend Georgia Tech, where he graduated as a Mechanical Engineer in 1989. His 20-plus years of experience in the construction industry began in college, working as a co-op student with a manufacturer’s representative for HVAC equipment in Atlanta. His experience and relationships in the Atlanta construction industry expanded after graduation when he worked for Johnson Controls and most recently, Holder Construction. Scott came to know Mark Moeller through their church in Dunwoody, where he has participated in a number of ministries over the past 10 years.
Scott is involved with a number of organizations in Atlanta including the local chapter of the Construction Owner’s Association of America and the Atlanta Chapter of CoreNet Global, a corporate realestate industry group. He is also involved in leadership positions at Georgia Tech and with the Rotary Club of Dunwoody.
Scott and his wife, Tracey, also a Georgia Tech Mechanical Engineer, have two daughters and a son. Scott enjoys golf, swimming, cycling and running, and has recently taken up photography as a hobby.

Jonathan Tabb's Bio
Jonathan Tabb grew up in the city of Marietta, Georgia where he attended Wheeler High School. In 2006 he graduated from The University of Georgia with the degree of Master of Social Work. After graduating, Jonathan spent 10 years enriching the lives of others in the social work field. Along with his career in social work, Jonathan also spent a year doing mission work in the Dominican Republic. Jonathan decided to make a change in his career in the summer of 2016 when he joined Moeller Purcell Construction Company.
During his time at Moeller Purcell, Jonathan has worked on a range of projects. Jonathan brings his social work experience to construction by working with people from all walks of life. He enjoys the challenge of coordinating each facet of the build and delivering an excellent product to his clients. Jonathan’s favorite part of his construction experience thus far is starting each project as a blank canvas, and through hard work, producing a masterpiece at the end.
Outside of work Jonathan enjoys spending time with his wife and five daughters. He loves spending time in the great outdoors, and also enjoys watching the Georgia Bulldogs.
Stephen Chambless's Bio
Stephen Chambless has spent his entire life in Georgia, following a path that led him through Brookwood High School onward to Georgia Tech, where he earned a degree in Building Construction in 2009. His career path since college has included time in residential construction, as well as a stint with Turner Construction, where he focused his efforts on projects within the healthcare, judicial and higher education fields. With an interest in expanding the use of his experience and skills, Stephen joined Moeller Purcell in 2016, where he has been able to put his many abilities into action.
Whether it is adding a level to an existing hospital, or bringing a multi-phase senior living facility out of the ground, Stephen has enjoyed the challenge and complexity the construction industry provides. Our clients appreciate the way he focuses on the unique characteristics of each project, and how he finds satisfaction in working through obstacles to deliver a successful product. Stephen’s genuine interest in working with people comes through as he simplifies and humanizes what can often be complex projects.
Stephen and his wife Meghan enjoy raising their two sons in the same community where they both still have plenty of extended family. When they are not outdoors, on the Georgia Tech campus rooting for their beloved Jackets, or spending time on the lake, they are busy establishing deeper roots in the state they have always called their home.

Ashlee Nichols's Bio
Ashlee Nichols graduated with a degree in Building Construction from Georgia Tech in 2011. While in college she worked for Cablik Enterprises on a wide range of custom modern homes and commercial projects. After college she started with Cambridge Builders & Contractors building multi-family facilities around the Southeast. While at Cambridge she worked her way up from a Project Engineer to an Assistant Superintendent and eventually to Project Manager. Within these roles she was able to gain a full understanding of what it takes from both the field and the office to create a successful project team.
Additionally, she spent two years working at RaceTrac Petroleum on their new store development team. This experience allowed a larger perspective of what it takes to get a project from planning & conception, through the due diligence period and into construction. Looking to get into more commercial construction she joined Moeller Purcell in January of 2019. Ashlee’s goal in every project is to maintain schedule and budget with constant communication through final turnover. She strives on keeping subcontractors and owners informed on job progress which allows transparency for success.
Ashlee and her husband, Lane, enjoy traveling – especially finding ways to couple travel with endurance sports. She’s completed multiple half and full marathons around the world. When not on a plane to somewhere new, she is attending games for just about any of the Atlanta sports teams (Go Jackets!) or exploring the many fantastic restaurants this city has to offer.
Shannon Halligan's Bio
Shannon Halligan graduated with a degree in Building Construction from Georgia Tech in 2009. Out of college she started with Turner Construction and had the opportunity to work on multiple projects from start to finish in different industries and a range of sizes. She received on-the-job experience in healthcare, research, higher education, and data center construction. After five years with a large commercial contractor, Shannon was ready for a more hands on project management experience. She found that in Moeller Purcell in March of 2014.
In her short time with Moeller Purcell, she has learned that you can be proud of a simple front entrance makeover to an office building or a six-phase, high-end finishes, tenant occupied office space for a well-known client. As long as the client’s needs are met and they are happy in their space at the end of the day, then any project is worth being proud of. Shannon believes Moeller Purcell is so strong at harnessing each individual’s talents to produce successful jobs for top notch clients. She has thoroughly enjoyed seeing her contributions to the team since joining.
Most of Shannon’s weekends are spent exploring all that the city of Atlanta has to offer. Whether its walking around Piedmont Park, eating at unique new restaurants, or enjoying a Braves game, she will find something to keep busy. If its fall, you can find her in white and gold cheering on the Yellow Jackets.
Whitney Shakar's Bio
Whitney graduated from The University of Alabama in 2011 and returned home to Atlanta, GA. Shortly after, Whitney pursued a career in Education and became a teacher for Atlanta Public Schools. While she was teaching, Whitney would often help out around the Moeller Purcell Construction Company office and provide support for the team when she could.
In 2017, Whitney and her husband moved to Alpharetta, GA. She officially joined the Moeller Purcell team in 2018 as a Project Administrator, providing project and operational support to the Moeller Purcell team during all phases of construction.
Outside of the office Whitney likes to spend time with her husband, Charles, and their two dogs. They are getting ready to welcome their first child, a boy, in May 2019.
Business Development, Marketing & Sales
Andy Nichols's Bio
Andy was born and raised in Atlanta, Georgia. In college, he was a 4-year football letterman and graduated with a Business Management Degree from Mercer University in Macon, Ga. Andy began his career in Atlanta at CBRE, where he spent two years as an analyst. Since joining Moeller Purcell in 2018, Andy has been a project superintendent and project manager, and now leads as Vice President of Business Development. His boots-on-the-ground approach has resulted in first-hand field experience where he managed $15 million+ worth of projects. This experience has given him a deep understanding of what it takes to complete a timely and budget-conscious project with outstanding results for our clients. While working for MPCC, Andy obtained his Master’s in Real Estate Development with a concentration in Construction from Georgia Tech in 2020.
Andy is happily married to his college sweetheart, Catherine. His family is actively involved at Peachtree Presbyterian Church in Buckhead. In his free time, Andy enjoys live music, playing golf, fishing and spending time with Teal, his Boykin Spaniel.
Matt Meeder's Bio
Matt was born and raised in Atlanta, Georgia where he graduated from Roswell High School in 2013, and continued his education and baseball career at Mercer University in Macon, Georgia. While in school, Matt studied Marketing and graduated in May of 2017. His first job out of school was working for Stanley Black & Decker (DEWALT), where he spent two years doing sales and marketing. Matt most recently worked for Yancey Bros – Caterpillar, where he called on National Accounts and generated new business within the state of Georgia. He joined Moeller Purcell in 2021 as a Superintendent/Assistant Project Manager, where he brings his expertise in client relations, attention to detail and delivering solutions to every job site.
Outside of work, Matt enjoys playing drums for a few local churches in the Atlanta area, watching baseball, tubing down the Chattahoochee, or anything outdoor related. Matt and his wife currently reside in Brookhaven, Georgia.
Finance & Accounting
Greg Jordan's Bio
Greg is the contract and budget watchdog who ensures that projects are delivered as agreed upon. He joined our firm in 2006 following 30 years in various aspects of commercial and industrial construction, working for some of the largest contractors in metro Atlanta. Greg is also an expert in the area of concrete and foundation work, and ably self performs this scope of work on many jobs.
Married for 25 years — and still totally enamored with his wife — Greg is the proud father of four children, including two U.S. Marines. He has coached various recreational league sports in the same community for 13 years.
Rita Koenig's Bio
Rita holds one of the most important jobs at Moeller Purcell Construction Company: managing accounts payable and accounts receivable. While keeping the office organized, efficient and professional, she also runs audits and accounting without a hitch.
Rita has 15 years of accounting experience with companies in Atlanta and Ohio.
When she’s not managing our books, Rita and her husband Karl are busy managing an active household as the parents of four children.

Chuck Phillips's Bio
Chuck Phillips was born and raised in the Atlanta area and graduated from Peachtree High School. He has more than 30 years in the construction business as a Superintendent, with extensive experience in the ground-up development of restaurants and banks. He has served in all roles of construction as a laborer, carpenter and superintendent while working with large construction companies supervising multi-million-dollar projects from start to finish.
Chuck joined Moeller Purcell in 2019, and has immediately provided depth on the job site with his strong ability to get along with all people and to provide expertise in finishing details. Having previously owned his own company specializing in trim, carpentry and hardware installation, he brings expertise to Moeller Purcell projects while he is on site managing various aspects of construction from demo to completion.
Married to his high school sweetheart, Chuck enjoys spending time with his wife, three daughters and six grandchildren. In his spare time, he also enjoys raising cattle on his farm in Cumming, Georgia.
Donnell Abney's Bio
Donnell Abney joined Moeller Purcell in 2017 as Superintendent, having recently relocated to Atlanta from Washington, D.C., where he was a foreman for RCS. Donnell grew up in Washington, D.C., and graduated from Dunbar Senior High School in 1987. After school, Donnell worked in the nightclub industry as a Security/Operations Manager, after which he changed careers and earned his Journeyman Carpenter’s license through the National Apprenticeship Council. He then went to work for Regional Contracting Services, where he was Foreman for 10 years. In 2014, Donnell worked with Turner Construction. He has OSHA 30 training and multiple licenses and certifications in the construction industry. Back in D.C., Donnell and his wife, Janet, were Deacon and Deaconess at the Miracle Center Faith Missionary Baptist Church.
Donnell and Janet have four children, and he enjoys watching football and basketball, collecting sports caps, going out and spending time with his daughter, Miracle.
Hunter Howlin's Bio
Hunter Howlin joined Moeller Purcell in 2021 as a Superintendent.
Born in New Bern, North Carolina, but living in Forsyth County,
Georgia since 2003, Hunter attended South Forsyth High School. After
graduating, he completed 4 semesters at the University
of North Georgia in the Corps of Cadets before transferring to
Kennesaw State University and obtaining a degree in mechanical
engineering. His engineering degree, combined with a background of
work experience in communications and human relations makes him a
great fit as a Superintendent at Moeller Purcell.
In his free time, Hunter is an avid film lover, having seen
more modern pieces, but appreciates the art form in any time period.
He also enjoys anything with a board, be it long-boarding,
snowboarding, or wake boarding.
