Brad Dutruch's Bio
The founder of BLD, Mr. Dutruch brings over 18 years of experience in municipal and public works construction and services. In addition to heavy construction, his experience includes all aspects of sewer and storm water evaluation techniques such as CCTV inspection, high pressure cleaning, smoke testing, manhole inspections, dye flooding, night flow isolations, and mini-camera inspections. He has been an active member of the National Association of Sewer Service Companies (NASSCO) Board of Directors for many years, serving at one time as the National President. NASSCO sets the industry standard for the rehabilitation of underground utilities. Mr. Dutruch is also a certified trainer for NASSCO’s Pipeline Assessment and Certification Program (PACP). PACP has become of paramount importance for the worldwide rehabilitation industry to ascertain critical information regarding underground infrastructure. Furthering international standards development in the infrastructure industry during his role as NASSCO’s President, Mr. Dutruch led the negotiation of an agreement with the Canadian Standards Association for the NASSCO PACP to become the National Standard in Canada as it is in the US. He also holds a commercial construction license in Municipal and Public Works Construction. Mr. Dutruch serves as an owner/principal of various other companies, several of which provide complementing and supporting services to BLD.
Daniel L. Miremont 's Bio
Mr. Miremont joined Mr. Dutruch in 2005 as a co-owner of BLD and also serves in various executive roles with other companies engaged in engineering and construction services, which complement those services BLD provides. He is a partner for an engineering firm responsible for the design of over $500 million in construction of water, gas, roads and sewer system upgrades and improvements. He previously served as superintendent for a major general construction contracting firm. With his vast knowledge and hands-on experience in the construction industry, as well as extensive business skills from various firms he is associated with, Mr. Miremont is a valuable asset to BLD and its clients
Daniel P. Wagner's Bio
Mr. Wagner is responsible for BLD’s general business operations and the coordination of marketing and business development. He came to BLD as part of the D & O acquisition, having run their operations for many years. Mr. Wagner has over 30 years of experience in the construction industry as project engineer, project manager, sales/estimator, procurement specialist and principal. He has been a project manager for more than $500 million in all forms of infrastructure, building construction and environmental remediation projects conducted at more than 200 commercial and industrial sites. He has been responsible for sales and operational functions of a construction company specializing in commercial building construction, earthwork, and utility installation. Mr. Wagner is an expert in estimating and procurement activities and oversees all of BLD’s efforts in this regard. His extensive knowledge and experience in the construction industry provides clients with valuable “hands on” infrastructure consulting.
Jacob Trapani, Sr.'s Bio
Mr. Trapani has over 34 years of management experience in the utility and sewer rehabilitation industry. He is responsible for the overall management, operations and administration of BLD’s Trenchless Rehabilitation Division which includes Cured-In-Place-Pipe (CIPP) lateral lining and pipe cleaning/CCTV inspection services. Jacob, in conjunction with the President, is responsible for developing, implementing, and leading all activities to achieve BLD’s financial, quality, and safety objectives. He supports the field operations in all phases of construction and related functions; coordinates training and other skill development for operations personnel; and is also responsible for market strategy and customer development in his area of responsibility. Prior to joining BLD, Jacob had a long career with Insituform Technologies accumulating extensive experience in the CIPP industry. While at Insituform, he held multiple Operations Management positions including General Manager of the Louisiana office which managed CIPP rehabilitation for Louisiana, Arkansas, Alabama, Tennessee, Mississippi, and Kentucky and included a construction portfolio exceeding $50 million annually. Jacob is the Past President of NASSCO and highly involved with ASTM International.
Estimating, Purchasing & Preconstruction
Brent Albert's Bio
Mr. Albert joined BLD in 2016 serving as a Project Manager/Estimator.
Prior to joining BLD, Brent was a Project Manager/Estimator for other
contractors in the New Orleans area where he managed sewer, drainage,
water and paving projects. At BLD, Brent utilizes his vast experience
in areas that include design and management of projects regarding new
or upgrades to existing gravity sewer systems, sewer force mains,
sewer lift stations, drainage systems, potable and firewater systems,
CCTV work, as well as roadway construction and restoration. Brent is
also working in the field of trenchless technologies, directional
drilling and jack & boring which BLD has been self-performing for
the last 5 years. Brent assists clients to solve/improve owners’ daily
operations of utility system management related to design and
budgeting costs.
Brent has a degree in Construction Management
from Louisiana State University.
Danny Albert 's Bio
Mr. Albert has over 35 years of experience in the construction industry related to sewer, water and drainage systems, new construction, bridge construction, facilities, as well as road construction and restoration. Mr. Albert is responsible for estimating and managing all projects for the Underground Construction division of BLD Services. Mr. Albert has estimated and managed construction projects that have resulted in the award and successful completion totaling in excess of $500 million. Prior to joining BLD Services, Mr. Albert was a Project Manager for Boh Brothers construction.
Operations
Dustin Richards's Bio
Mr. Richards joined BLD in 2016 serving as Project
Manager/Engineering Director. Prior to joining BLD, Mr. Richards was a
design engineer for AECOM (4 years) and Volkert (1 year) where he
played a key role in large construction projects such as the RTA
Street Car Project as well as the Port of New Orleans Intermodal
project. Mr. Richards was most recently the Principal for LDR
Engineering, LLC, a small engineering design firm providing civil
engineering services. At BLD, Mr. Richards will utilize his experience
and expertise in areas that include design and management of projects
containing new or upgrades to existing drainage, sewer, water, road,
utility stations and transportation services.

Civil Engineering degree from the University of New Orleans, is a
licensed professional engineer for the State of Louisiana, and is a
member of the American Society of Civil Engineers (ASCE) and the
Louisiana Engineering Society (LES).
Breck Vinson's Bio
Mr. Vinson serves as Project Manager for CIPP lateral lining projects in the Central States, including: IN, IL, KY, WI, MN, KS, MO, and is responsible for developing, overseeing and coordinating the operations of BLD’s CIPP lateral lining crews. Breck comes with more than 25 years of experience in the construction industry and specifically 15 years in trenchless sewer rehabilitation, estimating, and management. Prior to joining BLD, Breck had a career with Layne/Granite Inliner where his duties included estimating, executing contracts, and managing a large portfolio of CIPP lining projects ranging from 6? to 72? in diameter.
Brendan Doyle's Bio
Brendan has over 21 years experience in sewer evaluation/rehabilitation projects, including the use of trenchless technologies throughout the United States. He serves as BLD’s Project Manager for CIPP lateral lining projects in the Northeast Area (Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont and West Virginia), as well as overseeing and coordinating the operations of BLD’s lateral rehabilitation crews. Prior to joining BLD, Brendan had a long career with Insituform Technologies, where he was involved in the construction, planning, and management of individual projects of various sizes, with total footage evaluated and rehabilitated approaching 4 million feet. He assisted in the scope and design of sewer rehabilitation contracts starting with the evaluation of wastewater system conditions, designing the appropriate solution for rehabilitation, and completing the rehabilitation project in the field. Brendan is a WEA and NASSCO member who has assisted with the development of NASSCO specifications and recommendations and is based in Salem, MA.
Hugh Cornell's Bio
Hugh has over 27 years of experience in the sewer rehabilitation industry. He joined BLD Services in April 2016 as Project Manager over the Mid-South Area where he manages the CIPP Lateral Operation in the states of Arkansas, West Tennessee, Southern Kentucky and Northern Alabama. In this role, Hugh is responsible for establishing new accounts, managing the day to day operations of the crews, providing market and product data on new advancements in our business, and completing cost estimates for negotiated and bid work. Hugh began his career on a CIPP mainline and lateral installation field crew for Reynolds, working his way up from laborer to Supervisor of the CIPP Prep Crews. Following his time with Reynolds, Hugh joined the business development staff for CSR Hydro-Conduit where he was responsible for the sales and marketing for Kentucky and Tennessee. In 1999 he accepted a position with Insituform Technologies where he became their first Project Manager in the Tennessee Valley region. During his time with Insituform, Hugh served in the role of Technical Representative, Field Engineer, and Senior Project Manager. Throughout his tenure with Insituform, he helped grow the Tennessee Valley market into a region that completed over $20 million in construction for the Nashville and Birmingham offices which completed projects all over the Southeast.
Jeremy Ingle's Bio
Jeremy serves as BLD’s Project Manager for CIPP lateral lining projects in the Great Lakes Area (Ohio, Western PA, Michigan, West Virginia). In this capacity, he is responsible for overseeing and coordinating the operations of BLD’s CIPP lateral lining crews. Jeremy has more than 19 years of experience in the trenchless sewer rehabilitation industry working on a variety of projects throughout the United States. Prior to joining BLD Services, he had a career with Layne Inliner and was responsible for estimating, executing contracts, and managing a large portfolio of CIPP lining projects with revenues in excess of $18 million annually. Jeremy has experience overseeing CIPP main line sewer rehabilitation projects ranging in diameter sizes of 6” to 102”.
Mark Dalmau's Bio
Mark began his trenchless career at Insituform Technologies in 1994 as a Superintendent moving up as Project Manager in the Florida market averaging $15 million in revenue annually. In 2010, Mark brought his expertise to BLD as Project Manager for the Florida, South Georgia area where he is responsible for coordinating and managing five crews. He has also assisted in the enhancement and development lateral lining equipment and processes. His professional training includes: Hazmat Course, Confined Space Entry Training, Supervisory Safety Course, Lateral Installation Course, Boiler Operation Course, First Aid/CPR, Blood Borne Pathogens, Trench/Excavation Competent Person Training, OSHA 10-Hour Construction Safety and Health Training, PACP and LACP Certified by NASSCO.
Tommy Trapp 's Bio
Tommy has over 33 years of experience in sewer evaluation/rehabilitation projects, including trenchless sewer rehabilitation throughout the United States. He serves as BLD’s Project Manager for CIPP lateral lining projects in the Gulf South Area (Alabama, Arkansas, Louisiana, Mississippi and Texas) and oversees and coordinates the operations of lateral lining crews. Prior to joining BLD, Tommy had a long career with Insituform Technologies, executing and managing a large portfolio of CIPP lining projects, generating revenues in excess of $15 million annually. He was the project manager for a rehabilitation project in Phoenix, AZ that was recognized within the engineering community as a Trenchless Project of the Year finalist.
Business Development, Marketing & Sales
Gordon Marshall's Bio
Gordon has over 31 years of experience with CIPP pipeline rehabilitation and other trenchless and semi-trenchless processes. His experience includes Technical Sales Representative and Area Director of Business Development for Insituform Technologies; Vice President of Business Development & Training for MDBi (Mastering Business Development, Inc.); and Southeast Area Manager & Business Development Leader for SAK Construction. In addition to his extensive CIPP experience, he has also worked with companies that provide Sewer System Evaluation Studies for municipalities. Gordon joined BLD Services in 2014 and is responsible for Business Development in Florida and the Southeast.

Frank Bueche's Bio
Frank has over 15 years of accounting experience and received a Bachelor of Science and a Master of Science degree from Louisiana State University. Upon graduation, Frank worked for over 7 years at a CPA firm where he performed audits, tax work, and consulting services for various clients with an emphasis on the construction industry. He joined BLD Services in 2012 and currently serves as the Controller and HR Director overseeing the accounting and human resources departments and is a licensed CPA in the State of Louisiana.

Clifford J. Francois IV's Bio
Clifford has over 30 years experience in the utility and sewer rehabilitation industry throughout the United States along with extensive education and experience in the electronics field. He is the Safety and Equipment Director for BLD Services where he supports all phases of operations to ensure overall safety, training, and compliance for employees and the company. He also handles all aspects of asset management for the company to ensure specialized equipment design, procurement, fabrication, overall equipment condition, safety and repairs to effectively minimize downtime and control cost related to equipment and process. Prior to joining BLD, Clifford had a long career with Insituform Technologies, serving as one of two Area Equipment Managers for the North American Operations, managing a very complex and specialized fleet used to support field operations across the country. As an active member of the Association of Equipment Management Professionals (AEMP), he obtained the credentials of Certified Equipment Manager (CEM) and is also an OSHA Authorized Construction Trainer.
Paul Ganucheau's Bio
Mr. Ganucheau has over 25 years of experience in the construction industry and joined BLD from D & O, where he managed all field operations. In addition to managing and tracking all field activities, Paul is responsible for policy development, project planning/coordination, scheduling, production tracking, equipment, safety and all field personnel and is proficient in all aspects of road construction, bridge construction, new construction and rehabilitation of municipal sewer, water and drainage systems. His organization of project systems and knowledge of field techniques is an important element in the ability of BLD to perform daily business operations.
Tim Matheson's Bio
Tim has over 31 years of experience in the trenchless industry and joined BLD Services in June 2015 as the Technical Director for CIPP lateral lining under the Trenchless Division. He is responsible for material development/testing, process review/improvements, ASTM initiatives, specifications, technical writing/presentations, and product/process submittals, Prior to joining BLD, Tim worked for Insituform where he held positions as Corporate Quality Manager, implementing ISO 9000 in the contracting and manufacturing operations; Technical Sales Representative, covering municipal and industrial customers in the southeast and southwest; North America Wet Out Manager, responsible for Insituform’s North American wet out operations in the U.S. and Canada; and the last 8 years as the General Manager for Insituform’s CIPP liner manufacturing operation. Tim has been involved in the development of CIPP materials, products, and processes for the U.S., Europe, and Pacific Rim and is a member of ASTM International and NASSCO.
