Bob Shaffer's Bio
Mr. Shaffer began working in the electrical trade for his father’s electrical contracting firm while still in high school. Early in his career, Bob worked for a large electrical contractor in Houston, Texas, where he advanced from apprentice, journeyman to service technician. He moved back to Ohio and became general foreman on a large data center complex that is now known as LexisNexis. Later, Mr. Shaffer became the operations manager of an electrical contracting firm that specialized in large water and wastewater plant projects throughout the eastern United States, where he maintained his Master Electrical license in eight states and numerous municipalities.
Mr. Shaffer joined Chapel Electric in 1999, where he became vice president of contract operations. In this role, he oversees the project management staff along with the CAD coordination team and acts as project executive on most major contract projects. In addition, Mr. Shaffer serves as project manager on specific projects within the organization. His project highlights include the Schuster Performing Arts Center; Community Tissue Services Phase 1; Hollywood Gaming @ Dayton Raceway; The Jewish Hospital North Tower, Miami Valley North Hospital and Greene County Career Center.
Bob also currently serves on the LMCC board; has been past chairman of the NECA/IBEW Joint Safety Committee and is an active member and past chairman of the Federated Electrical Contractor’s Purchasing Group.
Dennis F Quebe's Bio
Dennis F. Quebe is chairman and CEO of Quebe Holdings, with more than 40 years of industry experience.
Quebe entered the electrical industry as an apprentice for a national contractor, following his four-year term of service in the U.S. Marine Corps. Quebe attended Franklin University majoring in organizational management, with an associate degree in electrical technology. He is a Fellow of The Academy of Electrical Contracting. He is a licensed electrical contractor in over 30 states.
Dennis F. Quebe became the 32nd president of the National Electrical Contractors Association (NECA) on Jan. 1, 2012 after serving as president-elect in 2011. Prior to becoming national president, he was past vice president of District 2, chairman of the Labor Relations Task Force, and served as chairman of the Manpower Development Committee, chairman of the ELECTRI International Foundation, co-chair of the National Joint Apprenticeship Training Committee and co-chairman of the Council on Industrial Relations (CIR).
Quebe is one of eleven NECA members bestowed honorary membership into the association for his service.
At the 2015 NECA convention, Quebe was awarded the Comstock Award. This award was established by action of the Board of Governors in 1959 in honor of L.K. Comstock, to honor any person who is adjudged to have made an outstanding contribution to the industry through the association in the field of labor relations.
Quebe is also a past chair of the Academy of Electrical Contractors, governor-level member of ELECTRI International Foundation and board member and a member of NECA’s Political Leadership Council.
Quebe is current co-chair of the National Electrical Benefit Fund (NEBF) and the National Electrical Annuity Plan (NEAP).
His civic involvement includes serving on the Executive Board of the Miami Valley Council Boy Scouts of America as past vice president and the Legislative and Regulatory Affairs Committee for the Dayton Chamber of Commerce.
Gregory P Ross's Bio
Mr. Ross has spent his entire professional career with the company. He has been with the company since 1980. Mr. Ross is a graduate of the NECA/IBEW Joint Apprenticeship Program. He also completed the Leadership Institute Program. He serves on the IBEW/NECA Joint Apprenticeship Committee as a member and past chairman.
Jeffery Serrer's Bio
Jeff Serrer has been with Chapel Electric since 2004 and leads the company’s estimating and preconstruction efforts. In the electrical industry since 1985, his combination of field, estimating, preconstruction, and project management experience provides practical insight to issues involving design, constructability, and cost. Jeff is a graduate of the NECA/IBEW apprenticeship and has a Bachelor of Science degree in management from Indiana Wesleyan University. A lifelong resident of the Miami Valley, Jeff and his family live in Clearcreek Township.
Roger Van Der Horst's Bio
Mr. Roger Van Der Horst has been VP of Finance since 2001, overseeing the accounting and administration departments. Prior to his association with Quebe Holdings Inc., Van Der Horst was a controller for a Fortune 500 company. Van Der Horst received his bachelor’s degree in accounting from Deakin University in Melbourne, Australia. He is a trustee on the NECA/IBEW Local 82 Retirement Pension Board for over 10 years, serves as trustee on the Miami Valley Research Park Association and is a Dayton Rotarian for over 10 years.

Rick Swabb's Bio
Mr. Swabb has spent most of his career at Chapel Electric, which began in 1987. He is a graduate of the four-year IBEW Joint Apprenticeship Program, has several Train the Trainer certifications and is a certified first aid instructor. Mr. Swabb has been a member of the Joint IBEW/NECA Safety Committee and is currently a member of the IBEW/NECA Joint Apprenticeship Training Committee. Mr. Swabb takes care of the day-to-day operations of the field personnel, which includes manpower, vehicles, tools and equipment, and employee education.
