As Execu?ve Vice President, David carries out our strategic plan through overseeing opera?ons, developing func?onal roles, and par?cipa?ng in the internal management of the company.  David sets goals, monitors work, and evaluates results to ensure that departmental and organiza?onal objec?ves and opera?ng requirements are met and are in line with WRL’s mission.  He assists in the growth of our staff as well as our client list.  He presides over daily opera?ons, iden?fying ways to maximize revenues and constantly working to prepare budgets.  David has an innate ability to a?ract, retain, and mo?vate staff while ensuring company policies are followed by each department. David has more than 40 years of experience in the construc?on industry.  At a very young age, David started working on his father’s projects doing cleanup work but also no?ced what all the other trades were doing.  He decided shortly therea?er that the construc?on industry was the place for him to build his career.   Before joining his father’s business as a Project Superintendent, he worked for subcontractors who provided HVAC, electrical, plumbing, site work, millwork and concrete.David also has a formal educa?on in Business Management and Real Estate Management, providing him with extensive knowledge in project management. With over 34 years of management and field supervision experience, David provides quality work as he manages some of East Texas' biggest construc?on projects spanning from educa?onal ins?tu?ons to religious facili?es and hospitals. Construc?on aside, David also has a history of outreach with community partnerships. He is known for his humanitarian service as the former President of the Bullard Rotary Club and Co?Coordinator of the construc?on of Bullard Kids Park. In 2012, David was awarded the President's Award from the Bullard Chamber of Commerce.  He also serves on the Board for Hiway 80 Rescue Mission, helping the homeless of Tyler and Longview

She has extensive experience in managing and administra?ng mul?ple educa?onal ins?tu?ons from the ground up and has built a reputa?on for a?en?on to detail, responsibility, efficiency, and managerial quality throughout mul?ple school districts.   VICE PRESIDENT Melynda consistently demonstrates ability to move into problem?solving mode whenever challenges or concerns arise.  She collaborates with the management team to address any issues that are crea?ng barriers to an op?mal work environment for all staff.  She ensures assigned staff fully understands projects, providing effec?ve feedback to staff, while iden?fying and implemen?ng new ways to improve the quality of work at WRL.  Melynda manages work flow for all staff assigned to mul?ple ongoing projects while effec?vely running accounts and promo?ng posi?ve work environment.    PRE?CONSTRUCTION SERVICES Pre?construc?on services grew out of construc?on cost es?ma?ng to encompass the other ac?vi?es in planning a project.  The intent is to work with the project’s owner to help deliver a sa?sfactory project that meets the owner’s objec?ves. In addi?on to es?ma?ng, the pre?construc?on team par?cipates in design and constructability reviews, value analysis, budge?ng, subcontractor solicita?on, bid reviews, value engineering, and more

Mr. Leavine is a 1968 graduate of USF, majoring in Industrial Management and minoring in Accoun?ng and Finance. Upon gradua?ng, Mr. Leavine spent the next two years working for DuPont in South Carolina, where he built his founda?on in Safety, Quality Control, and Produc?on & Scheduling. In 1971, Mr. Leavine returned to Florida where he spent the next 5 years working for Rinker Materials in the construc?on industry.  His last two years, he was Plant Manager for Rinker in Vero Beach, Florida. In 1976, Mr. Leavine moved his family to New Mexico with the intent of star?ng his own company.  In 1977, he realized that dream and in 1979 that company became WRL Construc?on, later changed to WRL General Contractors. In 1985, WRL was hired by the Linsco? Company of Tyler, Texas, to finish a project in Memphis, Tennessee.  From 1985 through 1988, he worked for the Linsco? Company building mul??family communi?es and shopping centers in North Carolina, Tennessee, Colorado, and Texas.  During that ?me, WRL relocated their office to Tyler, Texas, where it remains today. Mr. Leavine’s approach to management and construc?on is the result of his educa?on, background, experience, and a con?nuing desire for excellence.  Intensity, focus, and a?en?on to detail fuel his desire.  If you faithfully execute the process with these three characteris?cs, you will have a successful project, no ma?er the size.  This process has led WRL to become the premier contractor in East Texas

Steven joined our Pre-Construction team in 2019 as an established in Pre-Construction with land development experience. Since joining our team he has become an essential role in our everyday operations from marketing and software integration to putting together projects greater than 40 million dollars. He has worked closely with Brookshire’s Grocery Company to establish their Design-Build project development. The Intent of the Pre-Construction Department is to work with the project’s owner to help deliver a satisfactory project that meets the owner’s objectives. In addition to estimating, the Pre-Construction team participates in design and constructability reviews, value analysis, budgeting, subcontractor solicitation, bid reviews, value engineering, and more.
