Having held many positions within the industry in the last 13 years, Daryl brings a well-rounded background to the forefront of construction management. He has held positions in general carpentry, site supervision, project management, and senior management. His collaborative and direct approach to projects has warranted successful outcomes while ensuring fair and equitable treatment for all parties.

Daryl works across the board with all Operations Team members to ensure that Fulcrum’s core values are engrained in every step of the work. Also, by working as a member of Senior Management, Daryl works side by side with the President to preserve the integrity and future of a 30+ year family founded, owned, and operated organization.

Daryl has a BA from Colorado State University where he collaborated with several community service organizations to help renew areas of the community through aesthetic downtown improvements and collaborative projects engaging the youth of the City by developing and overseeing large scale murals. His Teamwork mentality has proven to be a valuable trait within our industry.

Jeff has been involved in the construction industry for 36 years. During that time he has held positions ranging from field supervisor to project manager. With 25 years of management experience, his responsibilities have covered the full range of construction services, including design development, purchasing, contract negotiation and administration as well as estimating and value engineering.

Jeff's wide range of experience and diverse background is a proven asset, and affords him a unique insight and perspective on the everyday challenges that confront the construction industry. His leadership in managing projects for Fulcrum's clients in diverse locations throughout New England and the Mid-Atlantic regions brings an added depth of experience to each project the firm undertakes. Jeff's experience in building and construction technology has been brought to bear in numerous circumstances in conducting construction forensics and providing recommendations to owners, institutions and insurers in reconstruction of damaged or destroyed facilities.

Jeff studied Computer Science and Business Administration at the University of Lowell, in Lowell, Massachusetts. He oversees the implementation and constant improvement of Fulcrum's information systems. He also holds a Commonwealth of Massachusetts contractor's license.

Paula Balcius directs the financial management and general administration of Fulcrum Associates' office operations. Her primary responsibilities include corporate financial planning and budgeting, human resources, and office administration. Paula's understanding of business, construction, and financial management is rooted from her teen years when she served as bookkeeper for her family's mechanical contracting firm. This interest in small business continued after obtaining a Bachelors Degree in Management Information System from the University of Lowell when she operated her own retail sportswear store on the New Hampshire Seacoast. Paula continued on to obtain her Masters in Accounting from New Hampshire College.

Prior to joining Fulcrum Associates, she was an auditor with a CPA firm specializing in the construction industry, while completing the experience required by the AICPA (American Institute of Certified Public Accountants). She is active in several professional organizations in the fields of accounting and human resources.

Glenn has been involved in the construction industry for over 35 years, starting as an Assistant Superintendent in the field and progressing into Project Management. He is a proven collaborator with diverse expertise in preconstruction, procurement, project management, contract negotiation, scheduling, estimating, safety, logistics and commissioning. His strong client focus and dedication to success on every project results in repeat business.

Glenn’s project experience encompasses educational, institutional, residential, health care, life sciences, commercial, retail, as well as power generation. His leadership experience is invaluable when mentoring the next generation of Fulcrum.

Glenn has a Bachelor of Engineering degree from Stevens Institute of Technology and a Certificate of Construction Management from New York University. He has also held Professional Engineering and Professional Planning licenses in multiple states.

Bill Jean is responsible for all public relations, advertising, sales, and marketing activities for Fulcrum. Bill brings 25 years of industry experience to his role of Director of Business Development.

Prior to joining Fulcrum Associates, Bill received his architectural education at the University of Utah and was employed by a structural engineering firm. From there, he went on and practiced for ten years as an architectural project manager for a New Hampshire based architectural firm. Bill received his Miller Heiman and Sandler sales training while working as a workplace performance representative in the contract office furniture business.

Bill has developed and maintained valued working relationships with both design professionals and the commercial real estate communities throughout New Hampshire and Northern Massachusetts. He is an active member of many civic and community organizations. Bill is a Town Councilor in his home town of Bedford, NH as well as a member of the Zoning Board of Adjustment. Bill also serves on the Board of Directors for NHCIBOR and Plan NH.
