Scope Of Work

Specialized Engineering performed a geotechnical subsurface investigation, storm water management facility investigation and field quality control material testing and inspection for the Baltimore Crossroads Sediment Basin 7 project from 2015 to January 2016.

The Baltimore Crossroads at 95 project property, located on White Marsh Boulevard in Middle River, Maryland, includes an over-all commercial development property to include multiple storm water management (SWM) facilities as well as commercial structures and supporting infrastructure to include roadways and utilities.  Specialized Engineering has provided geotechnical and construction material testing and inspection services on multiple phases of the project since 2004, including SWM Sediment Basin Facility 7.

The geotechnical exploration was required for the design of the Sediment Control Basin in accordance with the 2007 Maryland Storm Water Design Manual with increased low-impact design (LID) practices adopted for use in 2009. The plan for the sediment basin included a 10 foot high embankment, 48 inch riser pipe and 30 inch CMP discharge pipe.

Specialized Engineering completed the subsurface exploration and geotechnical evaluation of the proposed area 7 sediment control basin.  The exploration included a total of three (3) soil test borings that were drilled across the site to a depth of 15 feet below existing surface grades using a Geo-Probe drill rig that utilized continuous flight hollow stem augers.

The scope of services for this study included a site reconnaissance of the project area and the determination of subsurface conditions through field exploration and laboratory testing.  The study included an evaluation of the site and subsurface conditions relative to the proposed construction and the preparation of a report of findings.  The subsurface exploration was created to develop data relative to subsurface soil and groundwater conditions to relevant depths at the location of the SWM facility, address problem areas, if any, with special reference to groundwater conditions and the presence of highly plastic soils susceptible to shrinkage and swelling associated with changes in the natural moisture contents of these soils and evaluate the suitability of on?site materials for use in controlled structural fills for the SWM pond embankments as well as evaluate the conditions disclosed and formulate recommendations for earthwork and SWM ponds design.  The Specialized Engineering report provided comments and recommendations relating to other observed geotechnical conditions that could impact the proposed storm water management facility.

During the construction phase of the project, Specialized Engineering provided field and laboratory quality control material testing services in accordance with the MD-378 and project specifications.  These testing services included the soil compaction testing during SWM facility construction, mass grading and outfall installation as well as miscellaneous site concrete associated with the project.  The field testing was performed by MRTCP/WACEL trained and certified personnel and the laboratory testing was performed by MRTCP/ACI/WACEL personnel in our AASHTO/WACEL accredited facility.
