Our Story
Veteran Pipeline Construction (VPC) specializes in gas distribution, electrical distribution, and joint trench utility design and construction. We maintain a full suite of in-house trenchless solutions including expertise in directional drilling, pipe splitting, hydro-vacuum potholing and pre/post camera inspection. Our in-house team of professional engineers are capable of leading an engineer procure construct delivery method.
VPC is part of the Charge family of companies and is a Disabled Veteran Business Enterprise (DVBE). Founded in 2006 and privately owned by Michael Robirds and Billy Kilmer, Jr., Charge aligns three companies with complementary service offerings. These include Accu-Bore Directional (directional drilling), Veteran Power Infrastructure (electric infrastructure construction), and Veteran Pipeline Construction (end-to-end gas distribution). Our name is a nod to our military background, our forward-thinking approach and mission-oriented team dynamic, and the utilities that charge our lives.
Strategically located throughout California, Charge teams solve complex utility issues, build critical gas and power infrastructure, and respond when natural disasters strike to help keep utilities running smoothly. We work within a variety of contexts and budgets and insist on building strong, long-lasting client relationships with customers from all sectors including utility providers, state and local municipalities, federal government, prime contractors, and commercial and industrial facilities.
Charge corporate headquarters are located in Benicia, CA with a second location in Orange, CA.
