Scope Of Work

Located in Brunswick County, NC, the small seaside town of Ocean Isle Beach is home to 550 permanent residents and 25,000 seasonal residents served by a single wastewater treatment plant. When the Brunswick County Public Utilities Department approached the Town about merging with or selling some its capacity to the County, the Town asked WithersRavenel to assess the value and capacity of the facility.

A WithersRavenel employee had provided the design and construction management for the existing 2 MGD WWTP constructed in 1999, including screening, grit removal, intermittent cycle extended aeration, tertiary filtration, and UV disinfection, a reclaimed water irrigation system and new administration/laboratory building to monitor and operate the wastewater treatment plant. This history formed the basis of the value study. WithersRavenel used the original construction pricing, RS Means and Engineering News-Record construction cost indexing, and soliciting new contractor quotes to determine the depreciation and current replacement value of the equipment and facilities at the plant. The Town was able to use this as a basis of negotiation for the transfer of ownership and operations of the WWTP to Brunswick County.
