Al Collins's Bio
Al Collins serves as group president of corporate development & sustainability for Fluor Corporation.
Having joined Fluor in 1994, Mr. Collins has more than 26 years of experience in various business development, corporate planning, engineering, procurement, and construction management positions.
Prior to his current assignment, Mr. Collins held various leadership positions for Fluor’s Energy & Chemicals business, including SVP of global operations, SVP of global business development as well as VP of operations in Europe, Africa and the Middle East.
In previous roles, Mr. Collins was based in Saudi Arabia serving as vice president of business development for the Middle East and Africa, as well as general manager of Fluor Arabia Limited. He also served previously as director of operations in Fluor's Office of the Chairman helping to develop and implement corporate strategy, in strategic sourcing supporting various restoration projects in Iraq, in China on a major petrochemicals project, various roles in sales, marketing and strategic business unit management and several years in project controls. He has extensive domestic and international experience including assignments in the United States, the Netherlands, England, China and various project sites.
Mr. Collins has supported Fluor projects and marketing activities across a number of industries including oil and gas production, refining, petrochemicals, chemicals, biofuels, polymers, life sciences, wastewater treatment, gasification and power generation / transmission / distribution.
He attended the Thunderbird School of Global Management’s International Consortium program and graduated from Clemson University in 1994 with a bachelor's degree in construction science and management.
Alan Boeckmann's Bio
Alan L. Boeckmann is executive chairman of Fluor Corporation, a global engineering, procurement, and construction services company.
Mr. Boeckmann joined Fluor's Board effective May 1, 2019. In addition, Mr. Boeckmann serves on the boards of Sempra Energy and Archer Daniels Midland, providing him with deep insight into the industries Fluor serves and a diverse knowledge of strategy, finance, and operations.
Mr. Boeckmann joined Fluor in 1979 with previous service from 1974 to 1977. He held many positions across the company prior to becoming chairman and chief executive officer of Fluor from 2002 to 2011. He served as non-executive chairman of Fluor from 2011 until his retirement in 2012.
Mr. Boeckmann served as president and chief operating officer of Fluor starting in February 2001. He has served as president and chief executive officer of Fluor Daniel, the engineering and construction unit of Fluor Corporation, and president of Fluor Daniel's Energy & Chemicals group, Fluor Daniel’s Chemicals, Plastics & Fibers operating company, and the Chemical Processes & Industrial business group. Prior to that, he served as vice president of the company's business unit that formed its DuPont alliance and as the functional leader of engineering.
Since joining Fluor in 1974 as an engineer, Mr. Boeckmann has held various management positions, including assignments in California, Texas, South Carolina, South Africa, and Venezuela.
Mr. Boeckmann has been an outspoken leader on the subject of anti-corruption and was instrumental in the formation of the World Economic Forum's Partnering Against Corruption Initiative in 2004.

David E. Constable's Bio
David E. Constable serves as chief executive officer of Fluor Corporation. He began this role in January 2021 after serving as a member of Fluor's Board of Directors.
Mr. Constable brings 30 years of insight to Fluor's business, strategy and operations, having held various leadership roles within the company from 1982 to 2011, before returning as a member of Fluor's Board of Directors in 2019.
Mr. Constable has served multiple key roles with Fluor, including group president of Project Operations, where he was responsible for project execution services, engineering, global procurement, construction, industrial relations, project management, information technology, and risk management from 2009 to 2011. He previously served as group president of Fluor's Power business, which included emissions control, carbon capture, and sequestration technology solutions. Prior to this, he was group president, Operations & Maintenance, focusing on Fluor's operational asset productivity improvement business across a wide range of industries.
Mr. Constable served as chief executive officer of Sasol Ltd. from 2011 to 2016, where he executed a comprehensive change program and implemented a new operating model focused on enhancing growth across the organization. Additionally, he serves as board director of ABB Ltd. since 2015 and previously was a member of the boards of Anadarko Petroleum Corporation and Rio Tinto Ltd. He also spent four years as a senior advisor at Cerberus Capital Management.
Mr. Constable graduated from the University of Alberta with a degree in engineering and is a registered professional engineer. He is a graduate of Thunderbird University's International Management Program and Wharton Business School's Advanced Management Program.
Jim Breuer's Bio
Jim Breuer is the group president of Fluor’s Energy Solutions business, responsible for global operations and business development in the energy markets, including a special focus on the energy transition. These markets include energy production, fuels, refining, liquefied natural gas (LNG), chemicals and nuclear project services.
Before this role, Mr. Breuer served as president of the downstream business line within Fluor’s Energy & Chemicals business group. He was also Fluor's vice president and general manager for Mining and Metals in the South America region. He has more than 27 years of experience in the EPC industry in a variety of markets including downstream, upstream, petrochemicals, mining and power.
Mr. Breuer started his career in Fluor’s construction organization on mining and downstream projects. He subsequently took on progressive roles in project engineering, project management and operations in various locations and industry sectors. He has held project and operational roles in the United States, Europe and Latin America.
Mr. Breuer holds a Bachelor of Science degree in civil engineering from the University of Illinois at Urbana-Champaign, Master of Science and Engineer degrees in construction engineering and management from Stanford University, and a Master of Business Administration degree from Cornell University.
John R. Reynolds's Bio
John R. Reynolds is executive vice president, chief legal officer and secretary of Fluor Corporation and has served in numerous roles since joining Fluor in1985.
Prior to being named chief legal officer, Mr. Reynolds served as the vice president and senior managing general counsel with lead responsibilities for the law group supporting Fluor’s Energy & Chemicals, Infrastructure, Mining, Industrial Services, Global Services (Stork and TRS), Construction and Fabrication, and Procurement segments.
Before that, Mr. Reynolds was also responsible for enterprise risk management and managing the law group in Fluor’s Greenville, South Carolina, operations center.
Mr. Reynolds holds a Bachelor of Science degree in commerce and business administration, a Juris Doctor degree, and a Master of Business Administration degree, all from the University of Alabama. He is a member of the Alabama and South Carolina State Bar Associations.
Joseph L. Brennan's Bio
Joseph L. Brennan serves as executive vice president, chief financial officer (CFO) of Fluor Corporation. As CFO, Mr. Brennan leads Fluor’s finance, audit, and investor relations functions. He is also responsible for real estate and office services.
Since joining Fluor in 1991, Mr. Brennan has performed financial management positions of progressive responsibility in North, South and Latin America, and Europe.
Prior to assuming his current position, he served as senior vice president, operations controller for Fluor Corporation. Previously, Mr. Brennan served as segment controller for the Energy & Chemicals group where he led controllers, treasury, shareholder relations, accounting, tax, and internal audit functions.
Mr. Brennan’s other executive positions include general manager of Fluor’s Southern California operations, manager of ICA Fluor operations in Mexico and general manager of the Fluor office in Gliwice, Poland. He also served as the country manager of Fluor’s Peru operations and project business services manager in Chile.

Mark Fields's Bio
Mark Fields is the group president of project execution for Fluor Corporation, responsible for major projects, engineering and technology, project controls, quality, supply chain, construction, risk, health, safety and environment (HSE), and security.
Prior to assuming his current position, he was group president of Energy & Chemicals, with global oversight for business development and operations in the upstream and downstream oil and gas markets as well as the chemical and petrochemical industries.
Since joining Fluor in 1981, Mr. Fields has held a variety of roles globally in project and construction management, project controls, estimating, materials management and commissioning, and start-up management.
Mr. Fields has extensive experience on international projects. He has served as senior vice president and project director for the Tengizchevroil megaproject in Kazakhstan, project general manager for the Saudi Kayan petrochemicals complex, and project manager and general construction manager for the Jubail United Petrochemical Company petrochemical complex in Saudi Arabia. He has led upstream, refining, mining, chemical, and petrochemical projects, with a number of projects executed on a lump-sum basis.
He has a bachelor's degree in construction management from Purdue University and has attended executive management programs at Thunderbird School of Global Management, Wharton School of Business, and INSEAD.
Robert C. Taylor's Bio
Robert C. Taylor serves as the senior vice president, chief information officer of Fluor Corporation, with global oversight for IT enterprise operations, cyber security, project execution systems, digital transformation, data analytics, enterprise architecture and enterprise applications.
In 1986, Mr. Taylor joined Fluor Australia's mining business and led the implementation of computer aided design. Since 1992, Mr. Taylor has held a variety of global IT leadership management positions, including director of applications management, director of IT operations and infrastructure, director of IT strategy, and technical director for Fluor's ERP implementation.
Mr. Taylor has more than 40 years' experience in the engineering and construction industry with 34 years' experience in computing and automation and an extensive portfolio, including talent development, leadership development, global outsourcing, procurement, ERP implementation, cybersecurity, mergers, acquisitions and divestitures, and organizational change management.
Prior to his career at Fluor, Mr. Taylor held various structural engineering and design positions in his homeland of Australia.
Stacy Dillow's Bio
Stacy Dillow is executive vice president, chief human resources officer for Fluor Corporation. She leads the company’s global Human Resources organization in support of Fluor’s workforce of 41,000 employees. She is responsible for global HR strategy and operations as well as attracting, developing and retaining talent to build a globally diverse and inclusive organization.
Previously, Ms. Dillow spent two years with Unilever, a multinational fast moving consumer goods company, as the head of supply chain transformation for Southeast Asia and Australasia. Prior to joining Unilever, she spent nearly 22 years at Fluor, holding a variety of global leadership roles on major capital projects across pharmaceutical, chemical, oil and gas, infrastructure and mining industries. Ms. Dillow has led company-wide transformations working across the globe while based in the United States, Canada, Europe and Asia.
Ms. Dillow graduated with honors from the University of Colorado at Boulder, with a B.S. in chemical engineering. She also completed advanced management programs at the Thunderbird School of Global Management and the Asian Institute of Management.
Terry Towle's Bio
Terry Towle serves as group president of Urban Solutions for Fluor Corporation, with global oversight for business development and operations for the advanced technologies & life sciences, infrastructure, and mining & metals markets and TRS Staffing Solutions, a Fluor subsidiary.
He previously was group president of Infrastructure & Power, responsible for numerous markets including aviation, bridges, commercial and institutional, heavy civil services, ports and marine terminals, rail and transit, renewable energy, telecommunications, thermal power, and toll roads and highways. Mr. Towle brings extensive experience in design-build, program management, lump sum, public-private partnerships (P3), and self-perform execution.
Mr. Towle has served key roles, including president of Fluor’s Infrastructure business, and vice president of operations for Fluor’s Industrial & Infrastructure business segment with a focus on transportation. Since joining Fluor in 1985, he has held management positions in the United States and the Middle East with responsibility for developing and executing multi-billion dollar projects.
Mr. Towle was the project executive for the Fluor-led joint venture Tappan Zee Constructors, LLC that designed and built the new Governor Mario M. Cuomo Bridge Project in New York. In partnership with the New York State Thruway Authority, the landmark infrastructure project features a 3.1-mile state-of-the-art, twin-span, cable-stayed bridge crossing the Hudson River between Westchester and Rockland counties.
He has more than 35 years of industry experience in the areas of construction management, project engineering, and direct field construction, executing projects in the rail, road, bridge, research laboratory, hotel, resort, and social infrastructure markets.
Mr. Towle is a board member on several joint ventures associated with the execution of major infrastructure projects.
He is a graduate of the University of Maine with a Bachelor of Science degree in civil engineering. He has taken advanced management coursework from the Wharton School of Business and Harvard University.
Thomas D’Agostino's Bio
Thomas D'Agostino serves as group president of Mission Solutions for Fluor Corporation. In this role, Mr. D'Agostino oversees the sales and delivery of high value, technical solutions to government agencies, including the U.S. Departments of Defense, Energy, and Homeland Security, the National Nuclear Security Administration, and Canadian Nuclear Laboratories.
Mr. D'Agostino joined Fluor in 2013 as the senior vice president of Strategy and Development for Fluor's government business. Shortly thereafter, he assumed the role of senior vice president of Business Development, where he was responsible for growing Fluor's presence in the government sector to include strategic planning and capability development. Mr. D'Agostino has more than 35 years of executive, leadership, management, and operational experience in a wide variety of government-related fields.
Before joining Fluor, Mr. D'Agostino served for more than seven years in a number of politically appointed leadership positions for Presidents George W. Bush and Barack Obama as the undersecretary for nuclear security at the Department of Energy, and administrator of the National Nuclear Security Administration (NNSA), as well as the deputy administrator for defense programs. In these positions, he was responsible for numerous nuclear programs to include weapons, propulsion, security, counter-terrorism, and emergency response, as well as the environmental cleanup and management programs for the Department of Energy. This responsibility involved a budget of close to $18 billion per year with a large, geographically dispersed workforce.
Prior to these positions, he served in a variety of executive roles. These include program planning, budget formulation, operation and oversight for the execution of several programs at the Department of Energy, as well as technical program management at the Naval Sea Systems Command for the SEAWOLF submarine propulsion system.
Mr. D'Agostino achieved the rank of captain in the U.S. Naval Reserves, where he served in a wide range of assignments, including Navy Department Duty Captain in the Navy Command Center in the Pentagon. He spent more than eight years on active duty in the Navy as a submarine officer. His service included assignments on the USS SKIPJACK (SSN 585) and with the Board of Inspection and Survey as the main propulsion and nuclear reactor inspector. Mr. D'Agostino serves on a variety of professional and non-profit boards, including Savannah River Nuclear Solutions LLC, the Portsmouth Decontamination and Decommissioning Project, Fluor Marine Propulsion, and the Nuclear Energy Institute.
He holds a master's degree in national security studies from the Naval War College, a master's degree in business finance from Johns Hopkins University, and a bachelor's degree in physical science from the U.S. Naval Academy.
