The Pendleton Juvenile Correctional Facility was a "fast track" design and construction project. This $ 37,000,000 project commenced construction in August 1998. The settlement agreement with the Federal court required completion of construction by July 1, 2000. The detention hardware packages for five bid packages involving ten buildings were provided as required by each contractor in full and without error or defect. The State of Indiana has even offered its compliments to the project team for meeting this challenging schedule.
The LaGrange County Jail project was completed ahead of schedule and also under budget. Again the detention hardware products were provided for this $ 8,500,000 project in accordance with construction schedule without delay or defect. The project was completed 90 days ahead of the contract schedule. This project also required additional coordination by the construction team due to the incorporation of pre-fabricated cells into the project.

Not only did Mr. Pohrer respond to my request promptly, he ordered parts that day and sent Mr. Gary Jenkins within two days of my request at considerable expense to himself.
Once Mr. Jenkins arrived, he not only repaired known problems, but was able to troubleshoot unknown problems and fix them as well. He also trained a jail employee on troubleshooting maintenance problems and left the jail and its staff in better shape than when he arrived. I have had the opportunity to work with, Pauly Jail Building Company, installing Pre-fabricated Modular Steel cells on the Franklin County Corrections Center, in Columbus, Ohio. Pauly Jail furnished and installed over 140 prefabricated steel detention cells on the 2nd floor of the new jail. Phillip Stephens, was the Superintendent for Pauly Jail and was in charge of delivery logistics, rigging and handling, building the access platform, cell stacking and final setting of the cells. Phillip was on top of each phase of the installation. His scheduling and planning was complete and he hit all the projects scheduled dates for the cell installation. Phillip is very knowledgeable about the product and it was evident that when it came to installation of the cells he had “done it before”. Gilbane’s Safety plan is very strict and specific and not only did Phillip embrace and follow it but he took extra steps to make sure the stacking and moving of the cells was a safe and controlled operation. Phillip was very professional and was willing to work with all the project contractors, helping make the install seamless and enjoyable. I can highly recommend Phillip Stephens and Pauly Jail to any project. They were a pleasure to work with.
"The detention industry is one area or ornamental jurisdiction that we consistently work on to increase market share for our members. These projects consist of federal penitentiaries, state prisons, county jails, police stations, courthouses and youth detention facilities. In every instance mentioned there are many man-hours to be worked by our members. The detention industry is one which contractors must travel either regionally or internationally to continue a steady amount of work. While we enjoy many relationships with contractors in the detention industry I would like to recognize a particular contractor who has worked closely with the Department of Ornamental, Architectural and Miscellaneous Metals, and our International: it is the Pauly Jail Building Company.
Pauly Jail has been in existence since 1856. Robert and Joseph Pohrer, who are the great-great grandsons of the company's founder, currently run the business. Pauly Jail signed an International Agreement in the early 1990's. At that time, Pauly Jail and the Ornamental Department met with the thoughts of Pauly Jail expanding from their traditional areas of work, which were in Missouri and Illinois. Since then, they have expanded and now bid work in over 16 states resulting in countless hours for our members. They employ nine traveling Iron Workers superintendents and have as many as 30 Ironworkers on the payroll at any one time. Last year, they secured over $20 million in detention contracts. This is great news considering there are many open shop detention contractors and we constantly have jurisdictional issues with the United Brotherhood of Carpenters over detention work.

Pauly Jail has been at the forefront helping International create a detention-training manual, which is currently being developed by the National Fund and should be ready sometime in the fall of 2003. They also have furnished hands-on training mock-ups for the National Fund's Training Program in San Diego and have sent company representatives and vendors to assist in the training courses. Pauly Jail has taken their company's quality products and skilled work force that the Ironworkers Union possesses and regularly markets them at regional training seminars for Sheriffs, Architects and County Commissioners. Their message throughout these seminars is that they should demand quality products and a quality installation by our Union Ironworkers.
