Andrew Sloane 's Bio
Andy Sloane, executive vice president of the Southwest and Specialty Divisions, has 31 years of construction experience, primarily in major transportation and infrastructure projects. Andy is responsible for the overall performance of the Southwest Division, MEP Division, Equipment Division, and Legacy Foundations. Andy has been instrumental in strategic partnering with potential contractors and designers, especially for design-build pursuits.
Andy joined the Shimmick team in 1996 and, during his tenure, he has had extensive experience in estimating and project management. He was the project manager of the $173 million LA Metro Design/Build Orange Line project, project manager of the $206 million MWD Robert A. Skinner Ozone Retrofit project, and project sponsor of the $190 million MWD Robert Diemer Ozone Retrofit project.
Andy received his Bachelor of Science degree in civil engineering from the University of California, Berkeley. He is a registered professional engineer in California.
Brad White 's Bio
Brad White, vice president of the Operations and Management Division, has 35 years of operations and maintenance experience gained while working on complex projects across the U.S. and abroad. He has been with Shimmick and its legacy companies for 19 years and is responsible for Shimmick’s operations and management services across the U.S., including strategic planning and business development. He oversees technical, operational, and financial aspects of projects ranging from a few million to several hundred million dollars in value.
Prior to joining Shimmick legacy company Washington Group, Brad served as program manager for TransCore LP., part of the Roper Technology family of companies, where he was responsible for implementation and ongoing operations and maintenance of radio frequency identification systems (RFID) used for electronic toll collection across the country. He also held positions of increasing responsibility while working at MFS Network Technologies, Science Applications International Corporation, and Syntonic Technologies. While with these companies, Brad was instrumental in the introduction of RFID technology for tolling and airports in several states, including Florida, California, South Carolina, New Jersey, Massachusetts, and Illinois.
Brad started his career with the Florida Department of Transportation, where he was responsible for maintenance of the northern section of the Florida Turnpike. He also served in the U.S. Army where he was assistant site chief responsible for a 400-plus channel microwave communication site.
Devin Nordhagen's Bio
Devin Nordhagen, CPA is the Executive Vice President and Chief Financial Officer at Shimmick. Devin has 16 years of experience working as a Finance and Business Professional in the Oil & Gas, Construction, Banking, and Financial Services industries. He is responsible for several support functions at Shimmick.
Prior to joining the Shimmick team, Devin served as the Chief Financial Officer for a mountain west construction company, overseeing multi-state operations of heavy civil construction work including, but not limited to, roads, bridges, aggregate piers, concrete/foundation work, and substation. Devin spent the first part of his career with major accounting firm KPMG and later worked for subsidiaries of Arctic Slope Regional Corporation in Alaska. His varied experience provides a unique opportunity to lead several functions and streamline a large part of our organizational structure.
Devin holds a Bachelor of Science in Finance and a Bachelor of Science in Accounting from Minot State University. Devin is also a Certified Public Accountant (CPA).
Edgar Randol's Bio
Ed Randol, vice president of the National Division, has more than 38 years of experience in construction, engineering, and management with extensive design-build experience. Ed is responsible for overseeing transportation and transit operations. He has served as an executive sponsor for New Jersey Transit’s $2.25 billion Hudson Bergen Light Rail Transit DBOM project, Oklahoma Turnpike Authority’s $261 million Gilcrease Expressway DBF project, and Colorado Department of Transportation’s $56.1 million I-70 Peak Period Shoulder Lane CM/GC project, and Kansas City’s Southern de Mexico CM at Risk project.
Ed has worked for Shimmick and its heritage companies, progressing from engineer-in-training, cost engineer, and project superintendent to project manager. Prior to working for Shimmick, Ed managed a pharmaceutical/biotech group, where he was responsible for the overall economy of operations, including goals/objectives, operations, business development, profit and loss costs, scheduling, design, procurement, construction, commissioning, safety, and quality assurance.
Ed received his Bachelor of Science degree in engineering technology from Northern Arizona University.
Erica Robinett 's Bio
Erica Robinett, vice president and deputy general counsel, has more than 25 years of experience in meeting the transactional and litigation needs of construction clients. Erica supports the legal affairs at Shimmick, ranging from corporate matters to pursuit and active project support, working closely with the operational teams, claims support, litigation management, legal risk management, employment matters, insurance, and surety.
Erica has significant experience supporting large general contractors in developing complex construction claims and supporting multi-million-dollar litigation matters in public work and private construction including Dillingham-Ray Wilson v. City of Los Angeles (2010) 182 Cal.App.4th 1396. Erica also has extensive experience in a variety of transactional work, negotiations, business support, risk-mitigation measures and governance, and corporate management issues. Her broad expertise and breadth of experience supports Shimmick’s development as a business, its operational streamlining, and its various business and legal needs.
Erica received her law degree from the University of California, Hastings College of the Law, and her undergraduate degree from the University of California, Berkeley.
Fernando DeLeon's Bio
Fernando DeLeon, vice president of the MEP Division, has 29 years of experience in civil construction, including safety, quality, estimating, and owner relations. He oversees Shimmick’s MEP operations across the U.S. Fernando joined Shimmick in 2009 as a project sponsor, assuming key leadership roles on many of the Northwest Division’s projects, including the $82 million Golden Gate Bridge Seismic Retrofit project, the $28 million BART Contra Costa Crossover project, and the $52 million Dublin/Pleasanton BART Station design-build. He also served as the deputy director for the $787 million Silicon Valley BART Extension design-build. In 2018, Fernando assumed operation management of the Northwest/PNW Division, overseeing projects ranging in size from a few million to over $300 million, including more than 500 salary and craft personnel.
Prior to joining Shimmick, Fernando spent more than 16 highly successful years with Kiewit Corporation, leading projects in California, Oregon, and Washington. While with Kiewit, Fernando led a variety of transportation projects, serving as construction manager and project manager of the $1.24 billion Oakland Bay Bridge Skyway project.
Fernando holds a Bachelor of Science degree in mechanical engineering from the University of California, Davis.
Gregory Dukellis's Bio
Gregory Dukellis, executive vice president and chief legal officer, has more than 25 years of experience as a construction attorney and litigator. He has extensive expertise advising on all aspects of public infrastructure projects, including design-build, P3, claims management, contractual risk assessment, and resolution of claims. Greg oversees the legal affairs of the company and provides strategic legal advice to all levels of Shimmick.
Before joining the company, he worked in a private practice litigating some of California’s largest claims on behalf of public-works contractors. Greg was a senior partner with Watt, Tieder, Hoffar & Fitzgerald, L.L.P., a national construction law firm, and served on its Board of Directors. During his tenure, Greg served as trial and appellate counsel on several significant published public-works construction decisions, including Dillingham-Ray Wilson v. City of Los Angeles (2010) 182 Cal.App.4th 1396 and Amelco Electric v. City of Thousand Oaks (2002) 27 Cal.4th 228.
Greg received his law degree from Loyola Law School and his undergraduate degree from Marshall School of Business at the University of Southern California.
Jimmy Draper 's Bio
Jimmy Draper, vice president of the Southwest Division, has more than 20 years of experience in heavy civil construction, managing complex heavy civil projects including design-build, heavy rail, bus transit, technical bridges, dams, flood control, and water treatment. He is responsible for the Southwest Division project operations.
Jimmy joined Shimmick in 2000 as an intern while completing his college degree. During his 20 years with Shimmick, he has worked on or led many successful jobs in the Southwest. Some of his key public-works projects include the $88 million Henry Ford Grade Separation project, $175 million San Fernando Valley Bus Rapid Transit project, the $95 million Big Tujunga Dam Seismic Retrofit project, the $156 million San Vicente Dam Raise project, the $188 million Robert B. Diemer Water Treatment Plant project, and the $200 million Groundwater Replenishment System Final Expansion project.
Jimmy holds a Bachelor of Science degree in civil engineering from the University of Southern California.
Joel Atchison 's Bio
Joel Atchison, vice president of safety, has more than 30 years of experience as a safety and health professional. Joel manages Shimmick’s safety programs, ensuring these programs are compliant with OSHA and MSHA regulations and standards.
Joel has been with Shimmick since 1992 and has helped with special assignments including the World Trade Center Recovery efforts and Aswan USAID efforts in Egypt. He also managed the National Division’s safety for more than 17 years, overseeing safety programs for highly complex construction and repair projects throughout the U.S., including the $1.8 billion Olmsted Dam project, $240 million Chickamauga Lock Replacement project, $116 million LaGrange Lock and Dam Rehabilitation project, $46.4 million Black Thunder Mine project, and $2.25 billion Hudson Bergen Light Rail Transit project.
Joel has multiple safety certifications and holds both an MBA and Bachelor of Science degree in occupational safety and health.
John White 's Bio
John White, executive vice president of the Northwest Division, has more than 20 years of experience in heavy civil construction and a wide range of experience in managing complex heavy civil projects, including subway stations, heavy and light rail, bus transit, technical bridges, dams, diversions, habitat restoration, wastewater treatment, and commercial tower foundations. John is responsible for the overall performance of the Northwest Division. He plays a key role in determining potential contractor partners and oversees the implementation of the Northwest Division’s strategy.
During his time with Shimmick, John has worked on or led many successful jobs in both our Northwest and Southwest regions. Some of his key projects include the $175 million San Fernando Valley Bus Rapid Transit project, the $16 million Oceanside Water Pollution Control Plant HVAC Upgrades project, the $16 million 620 Digesters Retrofit project in San Francisco, the $15 million Delta Mendota Canal Pumping Plant and Pipeline Construction project, the $40 million Folsom Dam Mormon Island Auxiliary Dam Structural Retrofit project, the $55 million Dumbarton Bridge Seismic Retrofit project, the Salesforce Tower Foundation Excavation project, and more than $250 million in contracts awarded to Shimmick at the Transbay Transit Center in Downtown San Francisco. John joined Shimmick in 2001 after spending three years with the U.S. Department of Agriculture Natural Resources Conservation Service.

Kevin D. McLaughlin's Bio
Kevin McLaughlin, senior vice president of the National Division, has 35 years of experience in the construction and engineering industry, starting with Morrison Knudsen, a Shimmick legacy company. Kevin provides operational oversight for all National Division projects and executes the division’s strategic plan through pursuit and partner selection. He has extensive experience in all aspects of the construction industry, having progressed systematically from entry level engineering through project controls, field engineering, estimating, contracts, engineering manager, and project manager.
He has worked on major infrastructure construction projects including highways, dams, and hydroelectric plants, most recently serving as project director and executive sponsor of the $1.8 billion Olmsted Dam project for USACE. Kevin has managed numerous large projects, including the combined $572 million E-470 Toll Road (Segments II, II, and IV) project and the $368 million SR-125 Gap Connector and Toll Road project. He is highly skilled in all elements of subcontractor coordination and oversight. He has completed assignments for public and private clients and has cost-plus and fixed-price contract delivery experience.
Kevin has a Bachelor of Science degree in geological engineering from the University of Idaho.
Mark Rawlinson's Bio
Mark Rawlinson, vice president of the National Division, has more than 25 years of experience in engineering and heavy civil construction and leads teams to consistently deliver outstanding results on multi-disciplinary projects Mark is responsible for the National Division’s water resource projects. He has been with Shimmick since 1998 and is a highly skilled operations and project manager. His experience includes design and construction of heavy civil projects embracing large earthmoving operations, dams, roadways, canals, powerhouses, pumps, pipelines, hydraulic structures, marine works, and heavy lift and specialty equipment. Mark currently serves as the executive sponsor for several projects for the U.S. Army Corps. of Engineers, including the $120 million LaGrange Lock and Dam Rehabilitation project, $240 million Chickamauga Lock Replacement project, and the $120 million Rapid Disaster Infrastructure Levee Replacement project.
Mark holds a Master of Science in civil engineering from Purdue University and a Bachelor of Science in civil engineering from the University of Florida.
Rusty Lucido 's Bio
Rusty Lucido, vice president of the Legacy Foundations Division, has 20years of experience in the foundation drilling industry, 10 of which have been with Shimmick. While he specializes in large diameter and deep foundations, Rusty is versatile in all foundation drilling methods, performing challenging foundation, drilled shaft, and shoring projects across the U.S. Rusty is a second-generation driller dedicated to providing high quality work as safely as possible.
Rusty began his career as an operating engineer and has since overseen the installation of hundreds of drilled shafts, micro piles, and shoring throughout the west coast. He has been a key member and leader of projects such as the Utah State Capital Building Seismic Upgrade project, the West Approach to Bay Bridge project, the TJPA Transbay Transit Center project, the Gerald Desmond Bridge project, and the HART Airport Guideway project.
Rusty started his career in the field as an Operating Engineer and worked his way up through the company to his current position.
Steve Richards's Bio
Steve Richards, President and Chief Executive Officer, has 40 years of experience in all facets of the engineering and construction industry with emphasis in the transportation and water markets. As CEO, he is responsible for managing overall operations including driving Shimmick’s profitability and strategy for all of the company’s various projects.
Prior to his current role, Steve served as executive vice president and led the profitable National Division of the Civil Construction and Mining Group at AECOM. Previous roles include senior vice president of business development for the URS Energy and Construction Group and the Civil Construction and Mining Group, as well as senior vice president of infrastructure services for Washington Group International, a global engineering, construction, and management company acquired by URS in 2007. Steve began his career with Shimmick legacy company Morrison Knudsen, supporting estimating efforts and working through multiple positions, including project director on numerous field assignments in the industrial buildings and civil infrastructure markets.
Steve received his Bachelor of Science degree in civil engineering from the University of Idaho and worked toward his master’s in business administration studies at the University of Denver.
