Scope Of Work
Garco was selected as the General Contractor-Construction Manager for the CSO 26 Control Facility, the second heavy-civil GC-CM project in the Spokane area. With the design at a 30% stage, Garco had the opportunity to play a large role in development of the design, and managed pre-construction efforts including budget estimating, value engineering, constructability review, and design and schedule analysis. Garco then managed all phases of construction on this very complex project in downtown Spokane, encompassing owner, designer, and public relations, scheduling, subcontractor coordination, technical construction elements, and project accounting.
The project was built on a very small footprint, surrounded by the Spokane Public Library, City Hall, River Park Square mall, Monroe Street Bridge, and Avista’s Lower Falls hydroelectric facility on the Spokane River. Other factors presenting challenges were excavation depths up to 50 feet, steep hillside terrain of the site, and requirements to maintain vehicle and pedestrian access through the project at all times.
Primary features include a 2.2 million gallon combined sewer storage tank and appurtenant piping and structures to connect to the existing system, as well as street reconstruction and creation of a public plaza with pedestrian and bicycle features. The plaza provides an extension of Riverfront Park and bicycle/pedestrian pathway through the site for future connection to the South Gorge Trail at Redband Park, delivers spectacular views of Spokane Falls, and includes Native American artwork and interpretative kiosks.
Garco Construction self-performed 48% of the scope of work, including all structural concrete construction, steel erection, and the majority of the earthwork and subsurface utility piping.
