Bob is a seasoned executive with extensive leadership experience in a variety of industries including energy, business services, telecommunications, defense contracting and construction.  Bob is a culture focused leader that enjoys building and nurturing high-performance teams that produce exceptional results.   Under Bob’s leadership, Jones|Carter has seen double-digit organic growth annually, while diversifying the company’s geographic and market vertical reach.

Bryan started his career with Jones|Carter in Houston over 20 years ago. In his role as Chief Private Markets Officer, Bryan oversees operations, client relations, and business development for our teams that serve private sector clients. Bryan’s experience includes the management of street and underground utility design, sanitary sewer rehabilitation, hydraulics and hydrology projects, water and wastewater projects, park and recreational facilities projects, and Geographic Information Systems (GIS) activities. He has also served as District and City Engineer for several municipal utility districts and cities. Bryan’s varied experience as an engineer helps our teams develop the best solutions for clients across all of the markets we serve.

Clayton began his career with Jones|Carter 15 years ago as a Design Engineer. Throughout his tenure, Clayton has managed the design and construction of a wide range of complex mixed-use and master-planned developments. Clayton now serves as the Chief Strategy and Business Development Officer, coordinating with clients and contractors to ensure quality work and timely project completion. His years of experience and engineering expertise drive a strategy focused on helping team members and clients succeed.

Kevin has extensive experience providing management and other consultation services to water districts, special districts, and municipalities. He has led a variety of large-scale public infrastructure initiatives related to utility and transportation improvements, managing the full project life cycle from concept and design through construction and completion. His technical expertise encompasses the design of water transmission and distribution systems, urban channel and storm drainage improvements, wastewater collection systems, parks and park amenities, and roadway design and reconstruction projects. His experience provides insight that allows our teams to design solutions optimized for the needs of each unique community we serve. 

Scott started his career working as a financial statement auditor for one of the world’s largest professional services firms. Throughout his career, he has served as a senior audit manager, Regional Director of Recruiting, and Regional Director for Human Resources with various international firms. Since joining Jones|Carter in 2014 as our Director of Human Resources, Scott’s role has expanded to allow him to utilize his years of experience in various corporate functions to oversee the Human Resources, Accounting, and Corporate Services groups as our Chief Administrative Officer. By combining his financial and human resources experience, Scott continues to provide focused leadership by building and managing teams and designing, developing and delivering solutions to Jones|Carter.

Tobin started his career in 1994 at Jones & Carter, Inc. designing water and wastewater treatment facilities, lift stations, pump stations and water wells.  He refined his design skills and took on a management role serving as a department manager, division manager and eventually practice leader of the Water Practice managing over 75 employees.  In 2019 he stepped into the role of Chief Operations Officer and now assists in the running of the company and development of its employees.
