Scope Of Work
Kane Environmental provided services to test materials located in the new State Route (SR) 99 tunnels, safety and utility areas, and support buildings to determine if any of the materials used include asbestos. The survey provided the Washington State Department of Transportation (WSDOT) with information to aid their maintenance and other staff to work safely in the tunnels when repairing or modifying any of the built environment. A total of 308 samples were taken and tested for asbestos-containingmaterial (AMC). Samples were collected in discrete locations, no destructive sampling occurred. Site inspection and sample collection were conducted by Asbestos Hazard Emergency Response Act (AHERA)-certified building inspectors.
Building inspection and sample collection wereperformed while the building was partially occupied by WSDOT employees, the City of Seattle Police and Fire Departments for training purposes, construction and contractor crews, and a few parked WSDOT automobiles.
The asbestos survey was conducted in accordance with the “Good Faith” asbestos survey requirements in the AHERA sampling requirements Code 40 of Federal Regulations (CFR) 763.86, the PSCAA, Regulation III, Article 4, Washington State Department of Labor and Industries (WSDLI) Regulation Washington Administrative Code (WAC) 296-62-07721, (Communication of Hazards to Employees) as required by the Puget Sound Clean Air Agency (PSCAA) and the American Society for Testing Materials (ASTM) E2356-18 guidance document, for buildings that are scheduled for remodel/renovation or demolition.
