Scope Of Work

Astoria Energy, an electricity generation facility, is the largest new power plant built in New York City in more than 25 years.

The plant is located in the heart of the Queens load pocket, an area with a high requirement for power but insufficient ability to transmit it during peak demand. CCA was selected to manage the demolition/decommissioning, architectural, civil and structural work of Shaw, Stone & Webster for the construction of a 2-on-1 combined cycle power plant.

The state-of-the-art power plant is equipped with natural gas-fueled combined cycle technology, capable of producing 1,000 megawatts of power — enough to supply 1 million customers. CCA served as a leader to various general contractors, spearheading safety and community programs. The scope of work Included:

– De-gassing and demolishing the existing 50 million-gallon bulk fuel storage facility

– Soil erosion protection, site grading and development

– Installation of auger cast piles and concrete foundations

– Installation of underground utilities, bolted steel demineralized and fire suppression water tanks

The project also included building turnkey pre-engineered sound attenuation buildings to house the steam and combustion turbines, heat recovery steam generators and gas fuel compressors, pipe racks and final site development. CCA  coordinated activities related to the air-cooled condenser, heat recovery steam generator and main line/BOP subcontractors, and provided ancillary support services for Shaw, Stone & Webster.

As Construction Manager, CCA developed solutions to complex logistical issues affecting the implementation schedule and involving all project stakeholders.
