Christopher Manning's Bio
As President, Chris is responsible for all operations. His duties include hands-on oversight of all preconstruction, project management, field and administrative operations of the company. Chris began his career at Overaa as a Project Engineer. His experience in facility construction and civil work encompasses all aspects of contract administration, subcontractor coordination, competitive bidding, estimating, CPM scheduling, material cost estimating and purchasing, and preconstruction analysis. Chris earned his B.S. in Construction Management from California Polytechnic State University, San Luis Obispo.
Colby Powell's Bio
A 4th generation member of the Overaa family, Colby uses his background in both Architecture and Construction Management to fuse the concepts of design with constructability while maintaining a high sensitivity to quality and cost. Colby Powell is a seasoned construction professional with over 18 years of experience. Currently, he is Health Care Director of Overaa Construction. He joined Overaa as Project Engineer and quickly progressed to leadership roles. Colby is directing Overaa’s expansion into diverse market segments and delving into exciting new alternative contract delivery methods. Ellen Hoffman joined Overaa in 2006 as Chief Financial Officer. She is responsible for the corporate services of the company, including finance & accounting, human resources, information technology and risk management.Prior to joining Overaa, Ellen worked in the maritime industry for more than 15 years, in a variety of finance and accounting management roles.Ellen holds a Bachelor of Science degree from Cal State East Bay. She is a Certified Public Accountant in California, and a member of the Construction Financial Management Association (CFMA).

A 4th generation member of the Overaa family, Erin is responsible for Information Technology at Overaa Construction. Under Erin’s leadership, Overaa has developed a high standard of operational excellence, including BIM solutions and a fully integrated accounting and project management system. Erin strives to use advances in construction technology to provide outstanding service to clients and partners. Jeff Naff's Bio
Jeff Naff is Project Director for the specialized Municipal Group and is responsible for all aspects of work for Overaa’s largest Project Management Team. His duties include project selection, scheduling, procurement, staff and crew development. Jeff has over 30 years of significant experience in the construction industry with a focus on water infrastructure, industrial, power and energy market sectors.Jeff joined Overaa with over 18 years in the construction industry as a project manager. His education includes an M.B.A. from Saint Mary's College and a B.S. in civil engineering from Ohio University.
Jerry Overaa's Bio
In his current role as CEO, he is responsible for financial control and customer satisfaction. Specifically, Jerry directs business development and oversees all construction activities including project management and field operations.
Jerry has used his engineering background and hands-on management style to establish efficient construction methods for Overaa both in the field and in the office. Under his direction, the firm has grown from an annual dollar volume of $10 million in 1974 to well over $300 million today.
His academic background includes an M.S. in civil engineering and construction engineering from Stanford University. His undergraduate degree from U.C. Davis is also in civil engineering.

Kara Overaa Gragg's Bio
A fourth generation member of the Overaa family, Kara manages the Marketing direction of the company. Kara joined the team in 1994 as project engineer. As the sophistication and complexity of the construction industry grew, Kara developed a marketing and work acquisition department to lead Overaa Construction into progressive alternative project delivery methods, such as design-build. In her role as Marketing Director, Kara oversees the marketing direction of the Work Acquisition Group. Kara holds a M.S. Architecture from California Polytechnic State University, San Luis Obispo.

Larry Etcheverry's Bio
Larry began his career at Overaa as a senior project manager, and assumed the role of vice president of preconstruction/chief estimator in 1995. Larry is in charge of all construction estimates, bidding and business development. Additionally, he manages all preconstruction services, which include trade-by-trade budget estimates, constructability reviews, historical cost data analysis, phasing and schedule analysis. Larry earned his B.S. in construction engineering from California Polytechnic State University, San Luis Obispo, where he is a frequent guest lecturer in the Construction Management Department.

Ben Brown's Bio
Ben Brown has been with Overaa since 2000. He specializes in water infrastructure project delivery for municipal clients. Ben’s 20 years of experience includes project management and project director roles for significant projects. Since joining Overaa, Ben has been involved in projects that have cumulatively delivered 68 Million Gallons Daily (MGD) of water to California residents, including projects for Contra Costa County and the cities of Atwater, Livermore, Hollister, Tracy, Dublin and San Ramon. Ben managed the $114M Sacramento River Water Treatment Plants Project, a 280 MGD expansion. Ben holds a B.S. in Construction Management from Cal Poly, San Luis Obispo.
Dale Jackson's Bio
As General Superintendent, Dale supervises the field operations of the company, including safety, quality control, production and manpower. Dale has more than 34 years of experience in the construction industry. He provides oversight for all superintendents, over 300 craftsmen, field administration, safety personnel, and yard operations - including tools, equipment, and delivery activities. Under Dale’s direction, Overaa was accepted into the prestigious Cal/OSHA VPP Program. [additional] He began his career as a carpenter and was quickly promoted to superintendent of complex projects.
Don Stock's Bio
As Project Director, Don Stock provides guidance and supervision necessary to assure the success of the Industrial Project Management Team. He has managed many of Overaa’s significant structural steel/concrete renovation projects and has completed numerous refinery, lab, control room and parking structure projects for Overaa Construction. Don managed the first base isolator retrofit project of an historic highrise in the United States at the Oakland City Hall.Don holds a B.S. in Construction Management from Purdue University.
Doug Espland's Bio
Doug joined Overaa in 2005 as project engineer and through a series of challenging jobs and his ability to hone in on and meet stakeholder expectations, quickly grew into the role of project director. As project director, Doug leads a team of project managers and craftspeople well versed in alternative delivery methods such as Design Build and Integrated Project Delivery where they create a culture of partnering, apply lean principles and the latest technology. Many of Doug’s projects have gone on to receive industry recognition for outstanding achievements in management and craftsmanship, such as ENR Best Projects Award for Sufism Reoriented and the International Partnering Institute Project of the Year for SFO Firehouse #3. Doug holds a B.S. in Construction Management from Chico State.

As Project Director, Mike Conrad leads the project management team for the education sector and private clients. He specializes in negotiated and alternative delivery methods such as Design Build, Lease-Leaseback, and Integrated Project Delivery. Under his guidance, Mike’s team excels at team collaboration and lean planning and scheduling. As Project Director, Mike leads a specialized team of project managers and superintendents who seek to thoroughly understand programming and project goals as well as student, staff and community expectations. Nick Kebbas's Bio
Nick joined Overaa in 2007. He specializes in delivering water infrastructure projects for public and private clients. His significant expertise has helped municipalities and developers meet goals for resource recycling, treatment and cogeneration. In the last decade, Nick’s projects have provided 12MW of clean energy through cogeneration and more than 100MGD of clean water to Californians. Notable projects include the Pacific Grove Recycled Water Project (ENR CA Best Projects 2017), Davis-Woodland Water Supply Project (DBIA Design-Build Project of the Year 2016), San Jose Cogen Project, and Napa Compost Project. Nick’s preconstruction expertise includes partnerships with cities, plant operators, designers and equipment and specialty contractors during constructability analysis, value enhancements, local participation within the community and maintaining a client’s programming goals. Nick holds a B.S. in Economics from UC Davis.
Paul Cassinelli's Bio
Paul brings 27 years of experience specializing in all aspects of water infrastructure project delivery with a track record of bringing in highly technical projects on time and within budget. His expertise includes cogeneration, ozonation and all aspects of wastewater treatment and reuse. His past gigs include project operations, project engineering, field engineering, scheduling, quality control, estimating and project management. Paul's work for the cities of San Jose, Petaluma, Pleasant Grove, San Mateo, Fremont and others has had a significant impact on removing pollutants and toxins from California's waterways. Paul holds a BS in Mechanical Engineering from Cal Poly San Luis Obispo.

Carl Overaa's Bio
Carl Overaa, Vice President of Business Development and 4th generation owner of Overaa, is in charge of all business development outreach for the company, including project procurement and preconstruction services. Under Carl’s direction, Overaa implemented the design build process, securing their largest design build contract (at that time) in the firm’s history – the award-winning Mission Bay Block 27 Parking Structure in San Francisco. Carl formulates the design build entity for technically challenging and innovative projects. Carl is responsible for acquiring a significant portion of the firm’s annual volume. His construction philosophy is based on maintaining the firm’s integrity in the industry as the primary source of referrals and repeat customers. He is dedicated to assuring client satisfaction during all phases of construction delivery. Carl has an M.B.A. from the University of San Francisco and a B.A. from University of California, Santa Barbara.

Maggie is responsible for recruitment, employee relations, employee development and leadership training, benefits, and worker compensations. Under her leadership, Maggie has developed a company culture of continuous learning and improvement. Maggie's zeal for promoting a healthy and fun workplace (and CrossFit classes on Fridays) has led to Overaa being named one of Silicon Valley's Healthiest Mid-Size Companies (Silicon Valley Business Journal, 2014).
