Scope Of Work
Project Scope:
Removal of eight (8) steel bridge spans approximately 50 feet long x 4 feet wide, demolition, removal and replacement of six (6) reinforced concrete piers approximately 8’L x 3’W x 6’H, and fabrication and installation of eight (8) new galvanized steel bridge spans. All work items are attached t o the Kaukauna dam structure. The project will also include related incidental work such as temporary bridging and coffer dams.
USACE Contractor Review:
Quality: Contractor performed QC regularly and aligned with QA testing. Contractor employed a very knowledgeable and experienced crew of workers. Everyone on the crew was professional and skilled. They were all focused and clearly had a desire to complete the project with quality a primary objective.
Schedule: Contract was completed ahead of time. Contractor closely followed the construction schedule. It was obvious that an appropriate amount of time was spent creating the schedule and it was taken seriously by the workers. The weather was better than expected and the anticipated weather days were significantly less than planned. Therefore, additional float time was available; however, the contractor proceeded along efficiently and finished early.
Cost Control: Contractor provided reasonable cost proposals on modifications. Contractor appeared to take pride in providing value on the project.
Management: Management was very accessible. Always returned calls quickly and were always knowledgeable on the status of the project. Management was always professional and courteous. Meetings, either formal or informal, were frequent and informative. Important issues or potential issues were always highlighted and discussed prior to the issue occurring.
Regulatory Compliance: Contractor complied with all required regulatory requirements. Coordinated with Army Corps of Engineers Operations to have access to the site as well as coordinate gate closings. Worked with local municipality to remove and then restore historical signage “KAUKAUNA” located on the Dam. Additionally, they coordinated with the parks department to work around events as well s the library whose parking lot they used for access to the site. There was never any issues or complaints raised by any of these entities regarding coordination issues.
Other Areas: There were no accidents on the site despite the precarious situations that were possible for such a project. Site was next to a park, access was through a library parking lot, and there were often people fishing near the site. There were lots of people, including children, in the area. Observations were made throughout the construction period and all the contractors’ employees and delivery truck drivers of suppliers utilized the utmost caution in traveling and operating around the site. The contractor held daily tailgate safety talks and took the matter very seriously.
Additional/Other: The contractor did a fantastic job all around. This is the third job like this that they performed and they leveraged the knowledge and experience from the first two to perform this contract.
Recommendation: Given what I know today about the contractor’s ability to perform in accordance with this contract or order’s most significant requirements, I would recommend them for similar requirements in the future.
