Scope Of Work

Multiple Funds, Multiple Phases, Multiple Energy Sources:  This $42M combined facility for the public works department and the privately-operated transit service project was funded by federal grants, State of Minnesota bonds, City funding and a grant for a geothermal energy system. Due to timing of federal grants, the project was constructed in 5 phases. 

The complex consists of a main operations building with offices, separate fleet parking garages, adjacent vehicle repair bays, workshops, and storage areas. It also includes separate buildings for wash and fuel operations, equipment storage and material storage along with all site pavements and ground covers.

CPMI worked on the project from initial planning stages through occupancy. During pre-construction, we provided constructability reviews, financial reporting and master scheduling. The financial reporting and scheduling incorporated the complicated funding stream.  We assisted with front end documents and developed sections with federal and/or state contract language requirements such as prevailing wage rates. We were on site full time during construction and provided financial tracking, change negotiations, meeting minutes, field observations, quality control review, punch list and close-out coordination.

Result:  Multiple Benefits & Efficiencies:    The facility opened in phases, allowing the Owner to plan careful transition from existing facilities.  Co-locating the various operations created efficiencies for the staff.  Sustainable features include pervious pavements in the parking lot and on perimeter public walks, native grasses (minimal maintenance), storm water collection ponds, use of recycled and low VOC building materials.   Energy reducing efficiencies also include a geothermal heating and cooling system utilizing a geo lake-plate system, underfloor heating system in the Public Works fleet parking garage area, natural daylighting through skylights and clerestory windows and an automated lighting system with “daylighting” auto adjustments.

Rochester Public Works & Transit Operations Center was named as a Finance & Commerce Top Project of 2012 (July 14th edition of Finance & Commerce).
