Earl Thomas's Bio
Earl Thomas serves as President/Chief Operating Officer at The Milnes Co., Inc. Earl is a graduate of Pennsylvania State University with a Bachelor’s Degree in Civil Engineering with a concentration in Construction Management. Upon graduation Earl received a commission as Second Lieutenant in the United States Air Force, and attended undergraduate pilot training at Laughin AFB, Texas. Earl joined the Milnes team in March 2013 as a project manager with 7 years of construction field experience, where one of his primary functions was to lead the design/build efforts by assembling a design/build team and managing projects from inception to completion.
Karen Milnes Seibert's Bio
Karen began her career at Milnes Co., Inc. as the Office Manager and Corporate Secretary. Fast forward to present day, Karen stands as the Chief Financial Officer/Human Resources, overseeing the accounting and financial actions of the company. In addition, in her role as Human Resources, Karen is responsible for the overall administration functions.
Karen earned her Bachelor’s and Master’s Degrees in Business Administration from Wilkes University. Prior to joining Milnes, she worked in the public utility industry.
In addition to her position at Milnes, Karen is devoted to community service. She has served on the Board of the Wyoming County United Way for several years.
Thomas R. Milnes's Bio
Tom is the CEO and founder of Milnes Engineering & Construction. Throughout his career, he has devoted nearly 48 years to developing and sustaining a professional civil and environmental engineering design practice and 43 years to the operation of a general construction business. In addition to company management and leadership responsibilities, he has focused on water and wastewater facilities design as well as construction for industry, institutions, governments, and private developers.
Evolving from his research and university education from both Cornell and Penn State University Tom has maintained state-of-art knowledge in biological wastewater treatment technologies including nutrient removal, membrane filtration, process control, and sludge management. These technologies are part of our company skill set and are routinely employed in our projects dedicated to improving water quality in the New York City water supply system and the Chesapeake Bay watershed. Having both engineering and construction personnel in-house creates a team that is highly suited for the design-build method of project delivery. This continues to be a valuable service to our private clients.
Tom is a licensed Professional Engineer in Pennsylvania and New York State, as well as a member of the National Society of Professional Engineers, Pennsylvania Society of Professional Engineers, American Society of Civil Engineers (Life Member), the Pennsylvania Independent Oil and Gas Association, and Vistage CEO Group.
Tom believes the companies are an important community asset and encourages employees to volunteer and actively participate in community service and sports organizations. Tom also enjoys being with his grandchildren, farming, gardening, and preserving the harvest.

Glenn Layaou's Bio
Glenn is a Penn State graduate with a degree in Agricultural Business Management, joining the Milnes team as Director of Business Development. Today, Glenn is Director of Pre-Construction Services, holding extensive experience in the fields of business development and construction. Beginning this journey in his father’s company in 1981, Glenn worked his way to Construction Foreman. He spent over a decade with Eaton Hills, Inc. serving as Project Manager of townhouse and single-family home construction. Then, prior to joining our team, Glenn worked as a salesman of commercial and residential building products for several years at Mariotti Building Products and served as an Estimator and Project Manager for Premium Builders, Inc.
Glenn resides in Tunkhannck with his wife, Amy, and 3 children. He enjoys reading, golfing, and attending community events in his free time.
Michael P. Goodwin's Bio
Mick has played a role in the Milnes Engineering for nearly 25 years and specializes in hydrologic and hydraulic design. He is responsible for consultation services, planning, design, permitting, and project management for various civil engineering projects. Those of which include residential and commercial land development, private and municipal sewer, water, and storm water projects, small bridge projects, municipal project reviews, natural gas development and permitting, and other general engineering functions related to business development. He also manages the day-to-day operations of the engineering department, including personnel, business development, budgets, and project performance.
Mick is a Professionally Licensed Engineer in Pennsylvania, while holding an active membership in the American Society of Civil Engineers (ASCE), National Society of Professional Engineers (NSPE), Pennsylvania Society of Professional Engineers (PSPE), Pennsylvania Housing and Research Center (PHRC), National Fire Protection Association (NFPA).
Mick is also former high school volleyball and baseball coach. He is currently very active in the community and is also an avid hunter and outdoorsman.

Ned Slocum's Bio
Ned joined the firm in 1970 and has over 40 years experience in the Engineering and Surveying fields. Ned earned a Bachelor’s Degree in Engineering Technology and an Associate Degree in Surveying Technology from Penn State University. Prior to receiving his degrees from Penn State, Ned served three years in the United State Army, completed the U.S. Army Topographic Surveying Technology School, and spent tours of duty in South East Asia and Europe. He is also a Licensed Professional Engineer and a Licensed Professional Land Surveyor in Pennsylvania. He provides consulting and project management services to both Public and Private clients having experience in design of residential and commercial land development; design of water & wastewater collection and treatment facilities, construction management, property and construction surveying, PennDOT projects, and other civil & sanitary engineering related projects.
Ned is a member of the PA Society of Land Surveyors, PA Society of Professional Engineers, National Society of Professional Engineers, American Congress on Surveying and Mapping and an associate member of the State Association of Township Supervisors, State Association of Boroughs, and the PA Municipal Authorities Association.

Lexie Langan's Bio
Lexie represents Milnes Companies as the team’s Business Development Leader. She is responsible for market expansion, brand awareness, new client acquisition and client relations. Lexie’s education includes a B.S. in Strategic Communication and a B.S. in Theatre from The University of Scranton. In her spare time, she enjoys researching, trying out, and sharing her knowledge about the latest beauty products as well as spending quality time with her friends and family.

Stacy Hegedty's Bio
Stacy began her career with The Milnes Co., Inc. in 1995 bringing with her knowledge and experience in accounting and finance. She handles the general office accounting including accounts payable, accounts receivable, billing and payroll.
Other
George Milnes's Bio
George began his career over twenty years ago as a member of the Milnes Company construction field crew. George advanced to superintendent of projects from hotels to water and wastewater treatment facilities. In 2007 George was promoted to General Construction Superintendent and oversees all of Milnes Company construction projects.
Karen McMicken's Bio
Karen joined our Milnes team in September of 2015 and provides administrative support to all divisions within the company. In addition to answering and directing phone calls and traditional office duties, Karen also assists construction project managers throughout all aspects of the project to ensure accuracy, consistency and timely completion.
Karen recently obtained her bachelor’s degree in business with concentrations in management, human resources, and finance. She enjoys traveling, going on adventures, and working on her classic car.
