Scope Of Work

Yonkers Contracting Company led the design-build joint venture team for the design and construction of this widely-publicized project that connected the Atlantic City Expressway with the marina district and Brigantine Island, by building a 2.4 mile long four-lane highway. Heralded as the nation’s largest public private partnership at its conception, funding came from both public and private sources as it provided direct access to a new casino/hotel under construction in the Marina.

A principal project feature included a deep, 2,000-foot-long cut-and-cover tunnel with open depressed roadway sections on either end. The tunnel parallels the Penrose Canal, where excavation ranged between 10 and 35 feet deep and extended into loose sands some 30-feet below the water table. The team handled the poor subsurface conditions by using “SuperJet” soil grouting technology, which provided lateral stability of the sheet piling below subgrade, groundwater barriers and increased resistance to uplift for the proposed tunnel. Upon completion, a new landscaped park ? which passes through a residential area ? was built atop the tunnel alignment.

Major elements of the $228 million project included the construction of 16 bridges, 15 ramps and 23 retaining walls. Other project features incorporated variable message signs and traffic signals, drainage facilities and storm water pump stations, local streets and walkways, and related ventilation, electrical, mechanical and lighting systems. Over 1,800 workers contributed to the endeavor.

The project received several awards, including McGraw Hill’s New York Construction Heavy Construction Project of the Year in 2000, Highway Project Award of Merit in 2001 and was the nation’s first construction project to be designated as an OSHA Partnership.
