The City of Yonkers was the first to use a public-private partnership style mechanism to solve municipal budget challenges. The City’s goal, a one-for-one streetlight replacement to convert the 12,000 streetlights to LEDs, that reduced energy consumption and paid for the conversion out of the energy savings.
Understanding the objectives, Yonkers Contracting Company led the way. Working with our electrical partner, we created a special-purpose entity to convert existing street lighting systems to LED with a full service approach. Thinking outside the box, the Yonkers’ team developed a funding solution that delivered by offering the City of Yonkers the greatest energy savings and a local team. The City’s entire streetlight system was converted in 11 months without a penny paid until every light was replaced.
Other budget-strapped municipalities seeking no-cost streetlight conversion projects have followed. The City of New Rochelle was the first, with a lighting performance specification bid that provided an option for payment using the energy savings derived and allowed other municipalities, such as the Village of Elmsford, to participate in their program. To date, the Yonkers team has converted nearly half of New Rochelle’s streetlights to energy-efficient LEDs and has converted several other municipalities as well.
